About US:
The Uganda Episcopal Conference (UEC) is the Assembly of the Catholic
Hierarchy in Uganda, constituted with the approval of the Holy See, through
which bishops express their collegial responsibility through collective action,
to assure the progress of the Church and coordination of its social and
pastoral ministry.
About CDC Program:
UEC has received a sub-grant from Rakai Health Sciences Program with
support from the US Centers for Diseases Control and Prevention (CDC) to
implement the “Accelerated HIV Epidemic Control program” in the Masaka Region.
Through the health department, the Uganda Catholic Medical Bureau (UCMB), UEC
will coordinate and support the programming and implementation of accelerated
HIV epidemic control in PNFP health facilities accredited to the Uganda Catholic,
Muslim and Protestant Medical Bureaus in the Masaka Region.
Job Summary: The Quality
Improvement Officer is responsible for rolling and out and strengthening
quality improvement strategies at supported PNFP facilities aimed at improving
the quality of care and adhering to the set standards to optimize program
impact.
Key Duties and
Responsibilities:  
  • Coach/train PNFP facility staffs on Ql
    methods to reflect performance vis a vis the targets.
  • Support the participating districts to
    conduct regular performance evaluation and supportive supervision of
    facilities following standard procedures.
  • Support formation of quality improvement
    committees
  • Co-ordinate regular review meetings on Ql
    and learning sessions on Ql.
  • Support formation of functional Ql teams at
    facility levels.
  • Ensure appropriate documentation of Ql
    projects and support facilities to present successful projects at Regional
    and national Ql conferences.
  • Support the DHT in training and mentorship
    of staff on service guidelines and standard-operating procedures
  • Work with district consortium partners to
    conduct regular data review meetings at the district and facility levels
  • Support the DHT to conduct regular
    performance evaluation and supportive supervision of facilities following
    standard procedures.
  • Work with M & E, HIS officers, records
    assistants to input data into the quality and safety improvement
    initiatives.
  • Participate in conducting patient
    satisfaction surveys.
  • Provide strategic leadership in utilizing
    data for program quality improvement



Qualifications, Skills and
Experience: 
  • The ideal candidate must hold a Bachelors’
    degree in Biostatistics/Statistics/Monitoring & Evaluation
  • Possession of a Post graduate
    qualification in Health services Management, Public health, Monitoring
    & Evaluation or related discipline
  • At least three years’ experience in Ql
    activities in donor funded programs
  • Knowledgeable in MoH and National M&E
    and quality improvement frameworks.
  • Experience with Ql tools, (HMIS, OpenMRS,
    DHIS2 or HIBRID Information Systems)
  • Knowledge of MER 2.1 PEPFAR indicators
    will be an added advantage.

  • Willingness to work in a rural area, under
    minimal supervision
  • Excellent Interpersonal and communication
    skills
