About US:
The Ministry of Local Government has been identified as one of the
implementing partners for the Development Initiative for Northern Uganda (DINU)
project, which is one of the vehicles for executing the 11th European
Development Fund (EDF) Programme in Uganda.
The general objective of the DINU Programme is to consolidate stability
in Northern Uganda, eradicate poverty, under-nutrition and strengthen the
foundations for sustainable and inclusive socio-economic development.
Job Summary: The Programme
Officer will be providing technical expertise on the activities under
Governance components of the DINU executed by the PST on behalf of the
Ministry.
Key Duties and
Responsibilities:  
  • Tasked with defining scope, nature,
    inputs, outputs and timely qualitative and quantitative delivery for all
    activities under the sub component;
  • Providing technical support to the
    implementing departments MOLG and the LGs in identifying, prioritizing,
    planning, implementation and commissioning of activities under the
    Governance components of the DINU project to ensure that they./ comply
    with the minimum standards of service delivery;
  • Supporting the preparation of solicitation
    documents for the tenders that shall be awarded for the infrastructure
    services that will be delivered under the project;
  • Working in liaison with sector ministries,
    departments and agencies to ensure that the activities under the project
    in the Local Governments (LGs) are adequately executed in line with
    project objectives and standards;
  • Monitor implementation of the program
    activities in line with the overall service delivery framework of
    Government;
  • Tasked with compiling and submitting
    progress reports on results achieved and challenges of the Governance Sub
    Component to the Steering and Management Committees for the Program;
  • Developing and implementing the
    monitoring, evaluation and reporting framework for the project, ensure
    there are appropriate monitoring and evaluation systems for activities and
    results; and oversee its implementation, including tracking of results,
    lessons and risks;
  • Supporting the LGs in the implementation
    of investment projects through regular mentoring visits. This shall
    include site visits, meetings with LG staff in charge of executing the
    projects, contractors and management committees;
  • Providing technical advice on situational
    analysis and identification of interventions to improve the legislative
    and regulatory framework for decentralized service delivery in Northern
    Uganda;
  • Providing technical support to the target
    communities to strengthen the demand side of governance at the local
    level;
  • Governments and civil society on local
    economic development
  • Supervising
    consultants, who shall be engaged on the project in the PST;
  • Assisting in the preparation and review of
    various program documents.
  • Actively participate and effectively
    representing the Ministry in internal and external meetings related to the
    implementation of the project.
  • Attending to any other duties as may be
    assigned by Co-ordinator PST or other superiors within the Ministry.        



Qualifications, Skills and
Experience: 
  • The ideal candidate for the Programme
    Officer placement must hold an advanced degree either in Development
    Economics, Business Management, Public Administration, Public Financial
    Management or Social Development
  • A minimum of eight years of exposure and
    good understanding of Decentralization and Local Governance, Managing of
    Grants, and Supporting Social Service Delivery Systems at the local level.
  • Communication Skills
  • Computer Skills i.e. proficiency in Ms
    Word, Excel and PowerPoint
  • Self-driven
  • Excellent interpersonal skills
