Job Summary: The Monitoring
and Evaluation Manager- West Nile Refugee Response will provide technical
guidance to the west Nile refugee response projects and programmes in terms of
project planning, proposal development, monitoring and evaluation in line with
WV policies and standards; including maintaining systems to collect and analyze
information on activities, outputs, outcomes and impact of projects.
Key Duties and
Responsibilities:  
  • Lead and Support high quality Assessments,
    Designs / proposal development, Evaluations and Reflections for WV
    Uganda’s West Nile Refugee Response programmes in order to promote
    evidence based programming and enhance the learning culture within the
    organization.
  • Establish and strengthen monitoring for
    all projects to increase project efficiency and accountability to internal
    and external partners.
  • Provide effective leadership and
    management to the Design, Monitoring and Evaluation (DME) team to function
    efficiently in meeting the organizations needs. Oversee implementation of
    the DM&E systems through regular field monitoring visits and tracking
    of Key Performance Indicators.
  • Work in liaison with the Programmes
    Department and commodities team to ensure quality programming and
    adherence to minimum standards including World Vision International
    DM&E standards, values and principles, SPHERE and other sector
    standards and protocols as well as the mainstreaming of cross-cutting issues
    (Gender, Environment, Protection, Peace Building, Disability and Christian
    Commitments)
  • Lead Quarterly Review Meetings for the
    Response
  • The incumbent will review other agency,
    government and donor reports and interpret the information summarized and
    useful manner to inform management decision making.
  • Coordinate with the Information Management
    unit to store data in both hard and soft form and disseminate appropriate
    information among respective partners.
  • Enhance organizational capacity building
    on DME related subjects to improve project efficiency and accountability.



Qualifications, Skills and
Experience:
  • The ideal candidate for the World Vision
    Monitoring and Evaluation Manager- West Nile Refugee Response job
    opportunity should hold a Bachelor’s degree in relevant field, Master
    Degree will be added advantage.
  • At least five years or more experience in
    Monitoring, Evaluation and learning with at least 3 years management
    experience
  • Previous working experience with grant
    funded projects (preferably with USAID, GAC, UNHCR, UNICEF)
  • Previous experience with qualitative and
    quantitative M&E data collection and analysis methods, including
    tracking outcome/ impact indicators. Relevant field experience in
    humanitarian assistance and development, monitoring and evaluation of
    community-based projects especially in a refugee context.
  • Prior experience in designing M&E
    methodologies and tools, indicator and logframe development.
  • Excellent written and verbal communication
    skills. Facilitation skills a plus.
