About US:
The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
About EUTF Program:
DRC is presently leading a Consortium of 4 NGOs (DRC, ZOA, Save the
Children, and CEFORD) which has been selected to implement a program in
Northern Uganda to support the self-reliance, resilience and social stability
of displacement-affected communities, South Sudanese refugees and their host
communities. The NGO Consortium is implementing a 4-year program with funding
from the European Union Emergency Trust Fund for Africa to respond to refugee
settlements in Northern Uganda. The program is called Support Program for
Refugee Settlements and Host Communities in Northern Uganda (SPRS-NU).
Job Summary: The Logistics
Officer provides support to the EUTF program consortium. He/She coordinates
with Logistics department personnel of the consortium partners to attain best
value for money in logistics for the program. He or she will also conduct field
staff training, disseminate guidelines and standard operating procedures
applicable to the EUTF grant, coordinate management of the program fleet of
equipment, coordinate program asset management, and conduct value for money
procurement. He/she will initiate and act as lead/chair for joint
interactions/meetings of logistics and compliance personnel from consortium
partners.
Key Duties and
Responsibilities:  
 Fleet Management:
  • Develop a system to ensure repairs,
    service & maintenance performed on vehicles/equipment/machinery/motorbikes
    are in accordance to required standards established to achieve maximum
    reliability with minimum downtime and at best value for money.
  • The incumbent will ensure that all repairs
    and servicing performed on all vehicles and equipment is recorded and the
    history is stored in accessible and acceptable formats.
  • Keenly review fuel consumption and
    maintenance reports for vehicle, motorcycles and generators for the EUTF
    program and advise on discrepancies for correction.
  • Track vehicle/Equipment expenses in
    relation to grant resource provisions.
  • Systematically coordinate vehicle sharing
    arrangements for consortium staff movements travelling across regions for
    workshops, meetings, and field visits to same locations.
  • Arrange transport logistics (including
    additional vehicle rentals) for donor and government visits to EUTF
    project sites.
  • Assist Consortium partners sourcing
    additional transport assistance where needed and requested.
Inventory and Assets:
  • Originate, maintain and regularly update
    an asset data-base for all EUTF Consortium assets & equipment.
  • Coordinate with partner logistics staff to
    ensure all assets in their country offices are properly tagged as soon as
    the assets are procured.
  • Ensure bi-annual physical asset
    verification is conducted.
  • Develop and ensure a system exists and is
    monitored through asset transfer forms properly completed during movement
    of goods from Country Office to field Offices and from field to project
    sites and vice versa.
Procurement:
  • Using guidelines in the DRC Operation
    Handbook, procure, obtain quotations and carry out all Logistics and
    Procurement related tasks for the EUTF program as instructed by the
    Consortium Manager.
  • The jobholder will support Consortium
    partners in execution of procurement actions for their respective EUTF
    requirements for assets, goods and services and requested and required.
  • Procure vehicle rental services including
    tracking of leases and payments.
  • Track and follow-up procurement requests
    approval and action at Kampala level.
  • Source price lists for regular common
    goods and services and share with consortium partners as instructed by the
    Consortium Manager.
  • Source dedicated and reliable suppliers of
    essential livelihoods inputs such as seeds and herbicides for
    consideration by consortium partners.



  • Manage the EUTF service contract data base
    in accordance and coordination with the DRC logistics department.
Relations & Contacts:
  • Internal: – EUTF field teams
    for procurement planning and other logistics support, DRC logistics
    department for technical support & procedures, Finance Department for
    payments of goods & services and the Compliance Officer for adherence
    to donor and DRC regulations/guidelines/policies/procedures.
  • External: – EUTF Consortium
    partners for procurement of best value for money (VfM) arrangements, other
    organizations for goods & services availability and market trends and
    service & goods providers for provisions.
  • Perform any other duty as may be assigned
    by the supervisor.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Danish Refugee
    Council (DRC) Logistics Officer job opportunity must hold a Bachelor’s
    degree in Procurement & Logistics Management or the equivalent.
  • At least three years’ experience
    preferably working in a busy organization and well versed with NGO’s
    values.
  • Extensive knowledge and experience with
    procurement procedures of donors such as EU, ECHO, DFID, USAID etc.
  • Excellent communication in English both
    written and oral.
  • Excellent interpersonal skills and ability
    to work with minimum supervision
  • Computer literate (MS word & excel and
    databases)
  • Show commitment to accountable practices.
  • Proven ability to manage varied workloads
    and deal constructively with stress
  • Demonstrated ability to prioritize tasks,
    meet deadlines and work with limited supervision
  • Proactive, stable and robust character and
    a good team player.
  • Excellent communication skills, calm and a
    good sense of humour.
  • Excellent interpersonal skills &
    demonstrated ability to for effective working relations.
  • Self-motivated self-starter with high
    levels of imitative.
