About US:
The Uganda Revenue Authority (URA) was established by the Uganda
Revenue Authority Statute of 1991 and set up in September of the same year as a
central body for assessment and collection of specified revenue, to administer
and enforce the laws relating to such revenue and to provide for related
matters. This statute incorporated all the laws that were in force then
regarding tax collection. The new organization (URA) amalgamated the three tax
administration departments that were responsible for all the taxes collected by
the Central Government of Uganda.
Job Summary: The Officer
Information Systems Audit will carry out audits and provide consultancy
services on organizational information systems to evaluate and improve the
effectiveness of risk management, governance and internal controls
Key Duties and
Responsibilities:   
Carry out risk assessment and audit of organizational information
systems in order to evaluate effectiveness of risk management, governance and
internal controls:
  • Research on organizational systems and
    processes to understand the information systems in place
  • Engage business owners to gain
    understanding of business processes and systems and associated risks
  • Conduct risk rating of organizational
    processes to identify high, medium and low risks
  • Identify, analyze and assess risks to come
    up with a risk template
  • Conduct analytical reviews to justify,
    define scope and guide the audit
  • Develop audit program and planning memo
    and present to the line manager for review and approval
  • Conduct audit tests to assess the adequacy
    of the controls in place
  • Document the audit findings and prepare
    and submit draft audit report to line manager for review
Regularly monitor and follow up agreed actions with clients to confirm
timely implementation:
  • Remind action owners on agreed actions and
    obtain feedback
  • Physically verify and obtain evidence of
    implementation of agreed actions
  • Update the status of audit issues
  • Prepare a verification report and submit
    to the line manager for review



Qualifications, Skills and
Experience:
  • The applicants for the Uganda Revenue
    Authority (URA) Officer Information Systems Audit job placement should possess
    Bachelor’s degrees in Computer
    Science or Information Technology or related field from a recognized
    academic institution
  • Certified
    Information Systems Auditor
  • Professional
    qualifications in relevant IT and/or Audit related areas such as,
    CEH, and Accountancy etc.
  • One year of experience in Information Systems Audit in a reputable
    organization
  • Knowledge
    of ISACA standards (including ISO17799/27001)
  • Knowledge
    of COBIT
  • Extensive
    knowledge of the Internal Audit Manual and Charter
  • Knowledge
    of the URA Policies and Procedures
  • Excellent communication and report writing skills
  • Proficiency
    working with recognized IT Security related standards, Technologies, principles
    and practices
  • Ability
    to analyze big volumes of data and pay attention to details
  • Problem
    analysis and solving skills
  • High
    level of organizational skills
  • Excellent
    interpersonal skills
  • Ability
    to work well as part of a team
  • Possession
    of an impeccable record of integrity
  • Ability
    to exercise flexibility and resilience under different working conditions
  • Age: Between 28-38 years
