Project Name: Eastern and Southern Africa Higher Education Centers of Excellence Project (ACEII)
Inter University Council for East Africa (IUCEA) is a strategic institution of
the East African Community (EAC) responsible for coordinating the development
of human resources and research in the region.
IUCEA is charged with a number of responsibilities among them being to
coordinate academic and research activities jointly undertaken by Partner
states and member university institutions.
The main objectives of IUCEA are to (i) facilitate networking among
universities in East Africa, and with universities outside the region; (ii)
provide a forum for discussion on a wide range of academic and other matters
relating to higher education in East Africa; and (iii) facilitate maintenance
of internationally comparable education standards in East Africa so as to
promote the region’s global competitiveness in higher education.
About Project:
The Eastern and Southern Africa Higher Education Centers of Excellence Project (ACEII) was approved on May 26, 2016, by the Board of Executive Directors of the World Bank Group (WBG), with International Development Association (IDA) credit and grant totaling toUS $148million. The project will be implemented by twenty-four competitively-selected Africa Centers of Excellence (ACEs) from higher education institutions in eight participating countries, including Ethiopia, Kenya, Malawi, Mozambique, Rwanda, Tanzania, Uganda, and Zambia. The Inter-University Council for East Africa (IUCEA) as the Regional Facilitation Unit (RFU) of the project will coordinate and manage the implementation of project activities. The objective of the project is to strengthen selected Eastern and Southern African (ESA) higher education institutions to deliver quality post-graduate education and build collaborative research capacity in regional priority areas.
Key Duties and Responsibilities:
- Prepare bidding documents (Request for
Quotation/ Request for proposal) - Issue bidding documents to service providers
where no fee is applicable; - Prepare evaluation reports for bids under
Request for Quotation/ Request for Proposal using IUCEA Procurement Policies
and Procedures formats; - Prepare and keep a register of all
procurement requests, contracts and local purchase orders; - Prepare and display notices of best evaluated
bidders and monitor expiry dates; - Update and file procurement records and
ensure all the relevant documents are filed appropriately; - Prepare and submit monthly and quarterly
procurement reports in accordance with IUCEA policies and procedures; - Process air travel and requests in accordance
with requests received from user departments by liaising with
pre-qualified travel agents to ensure that the most economical facilities
are sourced; - Process hotel conferencing and accommodation
requests in accordance with requests received from user departments by
liaising with the hotels under framework contracts arrangements in the
most economical way and delivered on time; - Actively monitor framework contracts and
process all micro-procurements; - Offer support to the procurement function to
ensure implementation of decisions of the Procurement and Tender Committee
is effected timely; - Perform any other duties as may be assigned
from to time by the Procurement Officer.
- The ideal candidate should preferably hold a bachelor
of Procurement and Logistics degree or related bachelor’s degree with
training in procurement; - Possession of professional qualification in
procurement with at least level four of CIPS or its equivalent; - A minimum of two years’ experience in
procurement in the public sector or donor related projects/institutions; - Highly computer literate in the use of word
processor, spread sheets and any other applications used in the
procurement function; - Excellent communication skills;
- Excellent interpersonal skills and ability to
relate well with a multiplicity of stakeholders;
suitably qualified candidates should submit the following: a) letter of motivation for the position; b) complete curriculum vitae; c) Certified testimonial of Degree certificates.
