About US:
The Uganda Revenue Authority (URA) was established by the Uganda
Revenue Authority Statute of 1991 and set up in September of the same year as a
central body for assessment and collection of specified revenue, to administer
and enforce the laws relating to such revenue and to provide for related
matters. This statute incorporated all the laws that were in force then
regarding tax collection. The new organization (URA) amalgamated the three tax
administration departments that were responsible for all the taxes collected by
the Central Government of Uganda.

Job Summary: The Officer
Litigation will represent the Authority in Courts of Law and Tax Appeals
Tribunal and report on all cases handled so as to safeguard the organization’s
interests.

Represent URA in Courts of Law, Tax Appeals Tribunal in all cases
assigned in order to safeguard URA interests:

- Review, establish and document the merits/
demerits of cases assigned and seek clarity from the line Manager - Appear in court, represent URA, record
court proceedings and receive judgments on behalf of URA - Follow up action on court orders with the
relevant user departments and report back to the line manager
Conduct Legal Research on all cases / matters as instructed to provide
a basis of discussion of the case:

- Discuss, review and analyze with
respective user departments to clarify instructions and appreciate the
genesis of cases arising from their respective business areas - Discuss with relevant stakeholders the key
findings and the Legal opinion before handing over the Report/ Legal
opinion to the assignor.
Draft pleadings and other documents / reports that arise out of related
tax laws, court cases and other transactions to inform the basis for URA’s
decision:

- Discuss with the appropriate authorities,
draft pleadings and seek approval before making final copies. - Keenly review plaintiff’s documents and
precedents of similar nature and draft defense to match the context of
each case - Draft weekly reports and review them with
the relevant line Manager to ascertain the progress of assigned cases and
responsibilities - Maintain an updated case matrix for all
the cases being handled and judgments received for future
reference/reporting - Follow up to ensure that pleadings are
filed and served on time. - Summarize judgments received ( into a Case
Report) and forward them to the line manager for further management
Interview and brief witnesses on Court, Tribunal / Arbitration

- Meet the line manager under whose
jurisdiction a case falls to discuss and agree the material witnesses
required in the case. - Review the case files and identify /
document the information required from the various witnesses to the case
under study - Meet material witnesses, interview them,
review their statements and prepare witness statements
Provide Legal Opinions on the various subjects/areas of interests as
requested by clients so as to facilitate rightful decision making

- Receive and review instructions from the
relevant authorities on the subject of legal interpretation and provide
the legal interpretation with reference to applicable laws. - Prepare and discuss the drafted legal
opinion with the assignor to clarify positions and support
decision-making/action.
Qualifications, Skills and
Experience:

- The applicants for the Uganda Revenue
Authority (URA) Officer Litigation jobs should hold Bachelor’s degrees in Law from
recognized Universities - Post
Graduate Diploma in Legal Practice - Possession
of a Certificate of enrolment as an Advocate of the High Court of Uganda - Specialized
Training in Tax Law and Tax Practice or the general Tax
Administration - At least two years’ experience handling litigation in a large organization or
busy law firm - Experience
providing legal advice to institutions - Familiarity
with the court processes and protocols - Knowledge of the laws and regulations of Uganda and EAC
- Professional
Ethics and the Laws of Uganda governing taxation - Strong
analytical skills - High
proficiency in the use of computer applications for report writing
and research (Knowledge of MS Office required) - Knowledge
of procurement law - Excellent
command of the English language – both spoken and written - Good
team player and good negotiator - Ability
to work under minimal supervision - Good
research skills - Age: Between 28-38 years
