About Us:
Uganda Electricity Generation Company Ltd was incorporated in March
2001 under the Companies Act, 2012 on the basis of the Public Enterprises
Reform and Divestiture Act, Cap 98 and Electricity Act, Cap 145 respectively. UEGCL
is wholly owned by the Government of the Republic of Uganda. UEGCL’s key role
is to – carry on the business of electric power generation and sale within
Uganda or for export to neighbouring countries; build, operate and maintain
Electricity Generation Plants; monitor the operation and maintenance of its
Concessioned Assets – Nalubaale and Kiira Power Stations; provide Technical
Support as and when required by the Government of the Republic of Uganda
through the Ministry of Energy and Mineral Development; organize, support,
encourage and maintain training facilities in technical and related fields,
amongst others.

Job Summary: The Environment
Officer will primarily ensure UEGCL projects and power plants are implemented
in a sustainable and safe manner while compliant with environmental laws and
standards, and development partner environment and social safeguard policies

Key Duties and
Responsibilities:
Responsibilities:
- Implement UEGCL environmental and social
management plans, including: Environment Monitoring and Mitigation plan,
Catchment Management Plans, Biodiversity Management Plan, Reservoir
Clearing and Management Plans, Emergency Preparedness Plans, Resettlement
Action Plan, Livelihood Restoration Plan, Health and Safety Management
Plan, Cultural Heritage Management Plan, Community Development Action Plan
and Community Health and Safety Management Plan; - Initiate, develop, review and update
environmental and social impact assessments, environmental audit studies,
and other thematic environmental and social studies at UEGCL project
sites. - Keenly review Contractor environment and
social management plans and procedures, and ensure compliance with
employer’s ESMP, ESIA and other regulatory requirements - Regularly monitor and prepare progress
reports on status of compliance of the Contractors with project ESMPs,
ESIAs, and the contractor site specific environment and social management
plans (such as the Waste Management Plans, Emergency Response Plan,
Pollutant Contingency Plan, Environment Mitigation and Monitoring Plan,
Hazardous Waste monitoring Management plan, Biodiversity monitoring Plan,
among others), and ensure timely feedback to Contractors - Initiate , undertake and review annual
statutory and annual environmental audits for UEGCL projects - Prepare and regularly update check lists
for HSE for the hydropower projects - Keenly monitor and report projects
compliance with Health, Safety and Environment statutory requirements and
standards, and ensure timely feedback to contractors - Review Contractor technical submittals
including method statements, risk assessments and progress reports, and
monitor follow up actions to ensure that HSE and Social issues are
addressed adequately - Review and monitor implementation of site
decommissioning and restoration plans - Initiate, develop and implement UEGCL
Biodiversity offsets. - Monitor and report progress of
implementation of UEGCL Community Development Action Plans - Initiate, develop and implement UEGCL
projects community outreach activities, including environment, health and
HIV/AIDS sensitization campaigns
Qualifications, Skills and
Experience:
Experience:
- The applicant should preferably hold an honors Bachelor’s degree
Environmental Science, Environmental Management, Environmental
Engineering, Natural Resources Management, or related environmental
discipline from a recognized institution - Graduate
or Post graduate qualification in Environment and Natural Resources
Management, Occupational Health and Safety, Environment Impact Assessment,
is added advantage - Possession
of a Post Graduate or professional training in Occupational Health
and Safety, Environmental Impact Assessments and Environmental Audits is
an added advantage - Certification
to undertake ESIA’s and environmental audits by NEMA is an added
advantage. - At
least three years’ relevant experience at a similar level; - Significant
exposure and experience in the conduct of Environmental Impact Assessment
studies, Environmental Audits and implementation of Environment and Social
Management Plans for large infrastructure development projects is an
added advantage. - Knowledge
of World Bank, IFC and other international safeguards - Excellent
planning and organizational skills - Strong
analytical and problem solving skills - Excellent
communication, facilitation and presentation skills. - Excellent
interpersonal skills and high level of integrity - Skills
in GIS - Computer
literacy skills - Age: Below 40 years
