Job Summary: The Biostatistician and
M&E Officer is mainly responsible for the management and analysis of health
data from RI projects, support to medical team for effective utilization of
data analyses, development of logical frameworks and M&E plans, creation
and maintenance of databases, design of research studies, and creation of
reports and communication materials.
Key Duties and
Responsibilities:  
  • The jobholder will collect, compile and
    analyze data from records assistants at the individual health units.
  • Send weekly, monthly and quarterly reports
    to Medical Coordinator & Country Director.
  • Carry out statistical analyses of the data
    summaries. Draw conclusions or make predictions based on analyses, and
    make recommendations to Medical Coordinator and program team.
  • Design & manage databases, including
    Health Information Systems (HIS) and data banks.
  • Provide technical line-management of the
    records assistants at the health units.
  • Train records assistants on completing standard
    national HIS forms.
  • Provide support supervision to ensure
    quality; provide mentorship build their capacity.
  • Work closely with the Medical Coordinator,
    create an internal logical framework for the project, define key clinical
    and non-clinical indicators to be collected for program monitoring, and
    create an analysis plan including consideration of how the analyzed data
    will be utilized.
  • Lead in development of external
    communications materials and reports describing progress of RI’s health
    programs. Participate in formulation of regular internal reports.
  • Design and implement operational research
    projects both to evaluate program impact and inform program improvements,
    in coordination with the Medical Coordinator.
  • Lead on the M&E components in
    development of new proposals and writing of donor reports for current
    projects.
  • Write research protocols for RI-led
    studies, in coordination with the Medical Coordinator.
  • Offer support to the District Health
    Office to help strengthen capacity of district M&E.



Qualifications, Skills and
Experience: 
  • The ideal candidate should preferably hold
    a Bachelor’s Degree in biostatistics or statistics (or higher)
  • A minimum of three years of prior
    experience as a statistician or M&E Officer/Manager
  • Fluency in at least 2 of the following
    statistical analysis packages: STATA, SPSS, SAS, EpiInfo.
  • Experience directly designing and
    implementing both quantitative and qualitative research
  • Experience developing and supporting
    implementation of logical frameworks for projects.
  • Experience developing, managing and
    maintaining databases, preferably health data.
  • Willingness to work in rural and remote
    places.
  • Excellent planning and coordination skills
  • Strong interpersonal and communication
    skills
  • Superior analytical skills, close
    attention to detail, and ability to multi-task
  • Ability to effectively manage, supervise,
    and build capacity of staff
  • Fluency in Microsoft Office (including
    Microsoft Access) and related applications
