Revenue Authority Statute of 1991 and set up in September of the same year as a
central body for assessment and collection of specified revenue, to administer
and enforce the laws relating to such revenue and to provide for related
matters. This statute incorporated all the laws that were in force then
regarding tax collection. The new organization (URA) amalgamated the three tax
administration departments that were responsible for all the taxes collected by
the Central Government of Uganda.
Human Resource will plan and implement HR policies and programs for effective
service delivery at the Uganda Revenue Authority (URA) Training School.
Responsibilities:
accurate leave records to curtail accumulated financial liability on the
Authority:
- Extract and analyze staff leave data and
prepare periodic leave status report for management decision. - Update the leave databank from time to
time to maintain accurate staff leave position. - Generate leave positions for exiting staff
and submit status report to the responsible authority.

Management disciplinary decisions - Maintain an up-to-date staff disciplinary records
and prepare periodic disciplinary reports. - Prepare and issue summons to witnesses and
defendants in disciplinary cases - Prepare working documents for the various
disciplinary committees
to improve staff skills:
- Analyze, and consolidate the Training
needs reports from all departments and present to the immediate supervisor
for further administration. - Prepare periodic training reports to
assess the effectiveness of implementation of the training planner. - Identify the trainers, develop the program
and solicit for participants and roll out the training. - Manage the training support service
providers to ensure that the meals and hygiene are in proper facilitation
of the trainings. - Schedule trainings, workshops, conferences
and meetings. - Develop a database for trainers and
constantly engage the trainers with Training of Trainers (TOTs).
the speedy conclusion of the recruitment and selection process:
- Prepare draft adverts for vacant
positions. - Prepare candidates short listing and
interview schedules. - Prepare working documents for both the
shortlisting and interview panels. - Mobilize candidates and panel members to
participate in the recruitment exercises. - Study and respond to recruitment inquiries
from the various clients. - Provide technical support to the
shortlisting or interview panels and prepare recruitment reports. - Prepare draft appointment and deployment
letters for successful candidates. - Conduct background check and vetting of
successful candidates for employment suitability in the Authority and
prepare vetting and background check reports.
statistics to support the manpower projections across departments and guide the
talent sourcing function:
- Study the updated staff lists to determine
the staffing levels across departments - Maintain an updated organization chart
(establishment) and make extracts of departmental structures as and when
requested - Prepare periodic staff establishment
reports to guide management decisions. - Maintain staff turnover record to project
future manpower demand and improvement strategies. - Conduct periodic data cleaning and
validation exercises of staff information held in the database
Experience:
- The applicants for the Uganda Revenue
Authority (URA) Officer Human Resource jobs should hold Bachelor’s degrees in Human
Resource Management, Social Sciences, Social Work and Social
Administration, or Industrial and Organizational Psychology. - Post Graduate Qualification in HR related
field is desired - At least two (2) years’ business
experience in HR practice in a reputable Organization. - Knowledge of the Labour Laws, HR Policies
and Best practices. - Excellent interpersonal skills with creativity
- Resilience
with the ability to travel frequently - A
high level of integrity with good computer skills - High
degree of flexibility with the ability to anticipate needs and plan
to address them ahead of time - Age: Between 28-38 years
