Job Summary: The Shelter
Project Manager will support the Norwegian Refugee Council in implementing the
delegated Shelter project portfolio in West Nile Uganda, based in Yumbe.

Responsibilities:

- Line management for shelter project staff
- Adherence to NRC policies, guidance and
procedures - Actively contribute to the development of
Country, Area and Shelter strategies, initiate and participate in the
development of relevant Shelter projects - The Shelter Project Manager will
coordinate and manage Shelter project implementation (activities, budget
and project documentation) in line with proposals, strategies and donor
requirements - The incumbent will also implement
technical direction and ensure high technical quality of projects - Prepare and submit regular progress
reports to the Area Manager and the Head of Programmes - Ensure that projects target beneficiaries
most in need of protection, explore and asses new and better ways to
assist - Develop and manage project budget and
coordinate across other projects - Ensure capacity building of project staff
and transfer key skills - Work closely with and collaborate with
relevant local authorities and other key stakeholders - Promote the rights of refugees in line
with the advocacy strategy - Start-up start activities in new
settlement of Omugo in Arua District - The incumbent will coordinate with other
state holders on ground - The Shelter Project Manager will also
devise practical solutions to deliver fast shelter to the new arrivals - Be able to source for local materials
required for shelter - Work in liaison with contractors and
provide effective supervision of the works of the contractors - Coordinate with local authorities and
refugee leaders - Conduct community meetings to mobilize
local labour for construction.

Experience:
Experience:
- The applicant for the Norwegian Refugee
Council (NRC) Shelter Project Manager job opportunity should hold a
Bachelor’s degree in Civil engineering / construction - At least three years of experience from a
senior level project implementation position in a humanitarian context - Technical Shelter expertise
- Documented results related to the
position’s responsibilities - Knowledge about own leadership
skills/profile - Fluency in English, both written and
verbal - Possess a clean and valid driver’s license
- Personal Qualities: Planning
and delivering results, Coping with change , Working with people ,
Handling insecure environments
