Management
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Databases Administrator is primarily responsible for coordinating activities
under the database administration function, data standardization, data use and
business process modeling in line with the ICT/data management policy to enable
efficient management and utilization of data in PAU.
Responsibilities:
- Take part in the planning, budgeting and
reporting on the activities of the department. - Participate in the development of the PAU
ICT and Data Management Policy. - Participate in the development of the data
submission guidelines. - Coordinate the database administration
function to support the corporate business data requirements. - Tasked with documenting, designing and
implementing requirements for database availability, accessibility,
security, backup and recovery. - In charge of monitoring Database growth
planning for capacity - Coordinate the management and control of
the database management system patching and upgrades. - Coordinate research and knowledge sharing
amongst staff in the Unit. - Coordinate the Database administration
team activities. - Coordinate testing of systems to ensure
corporate data standards are adhered to. - The incumbent will identify and advise on
the elements of data quality originating from the business that need to be
considered in the data quality improvement program. - Coordinate the cleansing of the business
data to match the desired data quality levels. - The incumbent will design and implement
databases to support the PAU business. - The jobholder will also coordinate the
documentation and collection of the business requirements design the data
model to support the identified business requirements - Plan and install Database management
systems. - Coordinate the management and control of
licenses and support contracts for the Database management systems. - Maintain Database management system asset
register. - Coordinate the testing and commissioning
of the implemented databases. - Coordinate the migration of database to
new or upgraded database management systems. - Offer timely support and training in the
administration and maintenance of business application, including
orientation for new staff and specialized training in relation to changing
roles, business processes and application functionality. - Manage the creation of end user reports.
- Engage the application vendors to provide
technical support and application upgrades and patches. - Manage the design and implementation of
the corporate data warehouse to support decision making. - Coordinate the design, development and
maintenance of the necessary data repositories (physical model), adapting
industry “best practices” for continuous improvement. - Perform any other duties as may be
assigned by the supervisor.
Experience:
- The ideal candidate for the Petroleum
Authority of Uganda (PAU) Senior Databases Administrator job opportunity
must possess a Master’s degree in Database Systems, Petroleum Data
Management or Information Systems - The applicant must also hold a Bachelor’s
Degree in computer science, statistics (Computing option), software Engineering
or Petroleum Geosciences or an equivalent or a higher diploma in any
Physical Sciences. - At least five years’ relevant working
experience preferably in the management and administration of Petroleum
Exploration, Development and Production. - Previous experience in dealing with
vendors and end users at all organizational level. - Proficiency in Database development
- Possession of a qualification in oil and
gas sector from an internationally recognized university is an added
advantage - Membership with a nationally or
internationally recognized professional body - Microsoft database administration
certification ITIL version 3 - Project management certifications in
either Prince2 or PMP - Innovative and with a proven high level of
integrity and professionalism - Excellent interpersonal and communication
skills; - Familiarity with the main data
manipulation languages and the principles of database design; - Excellent organisational skills;
- Ability to work to tight deadlines under
pressure; - Demonstrated ability to create and
maintain strong working relationships with colleagues and customers; - Show willingness to keep up to date with
developments in new technology; - Show commitment to continuing professional
development (CPD); - Broad knowledge and understanding of
relevant legislation
