families and children orphaned and made vulnerable by HIV/AIDS to access the
comprehensive support and care they need to grow into healthy adults.
Project:
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five partners,
namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s Efforts to Save
Orphans (UWESO), Youth, Alive and Friends of Christ Revival (FOC-REV); each
responsible for specific technical aspects of the project. The project is being
implemented in 20 districts of Eastern and Northern Uganda.
Capacity Development Sector Head will work closely with the Country Director to
drive and manage organizational development activities with project partners
under the USAID funded Better Outcomes project. He/she will design materials
and provide technical assistance to CSOs and other partners as part of WEI’s
capacity building component. Capacity building will focus on CSO management and
internal systems, including finance, operations, and M&E. Interventions
will be tailored to strengthen capacity building gaps, including using evidence
for improved programming focused on improved access and quality of OVC care and
support, and community advocacy to reduce the vulnerability and improve the
well-being of Uganda’s orphans and other vulnerable children. The
Organizational Capacity Development Sector Head will also Uganda and resources
within World Education (from both the Boston-based staff and best practices in
organizational capacity development across WEI/Bantwana’s projects globally)
and global innovation and best practices. He/she will also work with the
JSI/WEI Center for Capacity Development.
Responsibilities:
- The incumbent will design, implement and
manage capacity building program to strengthen the organizational capacity
of CSO partners. - Manage logistics for all key capacity
building activities including assessments, trainings and technical
assistance. - Act as the focal person for all TA
requests, follow-up and linkages within the project and across partners. - Support coordination of all capacity
building efforts across the project’s organizational and technical areas.
Coordinate efforts across program technical platforms. - Support delivery of finance and operations
technical support to CSO partners. - Closely monitor and track the
implementation and progress of organizational capacity building
initiatives and benchmarks. Contribute to compilation of monthly capacity
building reports and quarterly report drafts. - Support the M & E team in the design
of and monitoring and evaluation systems to effectively capture data for
benchmark reporting and tracking of capacity building progress. - Train, mentor and coach partner field
staff. - Keenly track and monitor capacity building
project expenses. - Document capacity building best practices
for sharing across program teams and with CSO and government partners. - Strengthen the organizational capacity
building, governance and HR systems - Partisanship and networking
Experience:
- The applicant for the USAID Project Organizational Capacity Development
Sector Head job placement must hold an advanced degree in
public health, public administration, social sciences, or business
administration - At least five years of related working
experience; - Proven experience in local NGO training
and building organizational and OVC service delivery capacity of local
Ugandan organizations; - Previous exposure and experience in
assessing technical capacity of organizations, developing customized
capacity building plans and providing individualized training, mentoring
and on-site support in various technical areas of need; - Experienced in training of trainers
design, materials development and implementation for achievement of
community based capacity building program objectives; - Excellent interpersonal and communication
skills; and - Ability to work independently, take
initiative and leadership.
