About US:
The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Manager
Technical Evaluation will be responsible for the Technical Division of the
Exploration Directorate. The incumbent will be responsible for quality
controlling and interpretation of technical data received from licensed
petroleum exploration oil companies, including reviewing and recommending of
exploration work programs and budgets proposed by licensees. He / She will be
responsible for basin analysis, prospect evaluation and resource assessment.
The jobholder will also be responsible for evaluating data acquired through
reconnaissance permits and speculative surveys
Key Duties and
Responsibilities:  
  • Ensure quality control of all exploration
    data submitted by oil companies
  • Tasked with the interpretation of
    technical data submitted by oil companies
  • Responsible for prospect identification
    and evaluation.
  • Responsible for proper storage and
    analysis of geochemical and core samples
  • Responsible for Reservoir modeling and
    Basin Analysis
  • Responsible for the establishment of the
    country’s petroleum resources.
  • The incumbent will evaluate and advise on
    work programs and budgets for licensed oil companies under exploration
  • Coordinate Technical Committee Meetings
    (TCM) between the Authority and licensees
  • Design capacity building plans/programmes
    for the Division
  • Prepare and submit Monthly and Quarterly
    reports to Director Exploration
  • Plan and budget for resource requirements
    in the business Unit and monitor the usage to ensure efficiency
  • Plan and budget for resource requirements

  • Develop and monitor Division Work plan and
    develop performance agreements with all the staff under his/her
    supervision
  • Keenly monitor staff performance and
    provide guidance and periodic feedback for performance improvement
  • The incumbent will assess the training and
    development needs of staff under his/her supervision and recommend
    appropriate interventions
  • Provide coaching and mentoring support to
    staff under his/her jurisdiction
  • Initiate and implement activities/programs
    intended to create and harness teamwork in the Division.
  • Implement any other staff related programs
    as introduced and approved in the organization
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the team
  • Perform any other duties assigned by the
    Supervisor. 
     



Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum Authority
    of Uganda (PAU) Director Manager Technical Evaluation job opportunity must
    possess a Master’s degree in petroleum geosciences or Exploration
    Geophysics from an internationally recognized University.
  • Possession of a Bachelor’s degree (Hons)
    in physical sciences or related discipline from an internationally
    recognized institution
  • At least seven years of relevant working
    experience in the oil and gas sector, three years of which should have
    been at leadership level in a busy and well-organized institution.
  • Broad knowledge in Geological and
    Geophysical data interpretation
  • Good knowledge of data interpretation
    software
  • Proven working experience in an
    organization /project with diverse professionals that requires team work
  • Possession of an internationally recognised
    professional qualification or membership of an internationally recognised
    professional body in the areas of oil and gas is an added advantage
