Programme Manager
(YLP) and the Uganda Women Entrepreneurship Programme (UWEP), under the
Ministry of Gender, Labour and Social Development (MGLSD). The main objective
of the Programmes is to empower the target youth and women to harness their
socio-economic potential and increase self- employment opportunities and income
levels. The Programmes provide revolving funds to finance small enterprises
initiated by the groups of youth and women in various sectors of the economy.
The implementation of the Programmes is mainstreamed into the government
structures at the national and local government levels with support from
Technical Support Team (TST) based at the National and Regional levels.
& Evaluation Officer (YLP) will mainly monitor and evaluate the performance
of the Programme
- Develop and update the monitoring and
evaluation framework of the Programme. - Develop monitoring and evaluation tools
for use by various implementers at the national, local government and
community levels - Prepare annual monitoring and evaluation
plans and reports - The incumbent will also prepare monthly,
quarterly and annual Programme Performance Reports - Ensure regular update of data and
information on Programme implementation. - Work closely with the Information,
Communication and Technology (ICT) Officers to develop an appropriate
Management Information System (MIS) to facilitate the monitoring and
evaluation function of the Programme. - Supervise collection, processing, analysis
and dissemination of data/information for management decision making. - Undertake Quarterly Projects performances
monitoring. - Support capacity building for national and
local government staff and other key stakeholders to enhance their skills
in monitoring and evaluation. - Plan and coordinate Regional and National
Programme Performance reviews. - Develop Terms of Reference (ToRs) for
Monitoring and Evaluation Consultancies.
Experience:
- The applicant must be a Ugandan who holds
an honours Bachelor’s Degree in Economics, Statistics, or Monitoring and
Evaluation from a recognized University. - Hold a Master’s Degree in Monitoring and
Evaluation - A minimum of three years of relevant
experience in monitoring and evaluation of development projects. - Familiarity with the Theory of Change
Approach In planning, monitoring and evaluation. - Broad knowledge and understanding of the
design and execution of quantitative and qualitative monitoring and
evaluation. - Self-motivated with strong organizational
and planning skills. - Good interpersonal and communication skills.
- Computer literacy skills
