About USAID BETTER OUTCOMES
Project:
World Education Inc. /Bantwana (WEI/B) is implementing the five- year
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth, Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project is being implemented in 20 districts of Eastern and Northern Uganda.
Job Summary: The Monitoring
and Evaluation (M&E) Coordinator will be responsible for maintaining and
implementing M&E work plans, processes and practices. She/he will be
expected to conduct trainings and provide continuous guidance to program and
CSO staff to ensure performance indicators and output, outcome data are
prepared and collected appropriately in targeted geographic and
results/thematic areas and to proactively identify key program themes/ areas
for analysis to facilitate learning
Key Duties and
Responsibilities:  
  • Ensure Routine Monitoring Reporting (RMR)
    actions and ensure templates are appropriately used and Standard Operating
    Procedures are followed.
  • Ensure monitoring and evaluation systems
    and tools, data collection, entry, cleaning and storage are accordingly
    implemented by Program staff, CSOs’ staff, Volunteers, Para social
    workers, and temporal staff among others
  • Proactively identify key program themes/
    areas for analysis and Learning.
  • Ensure program feedback loops so that
    project findings results in improve quality of management and
    implementation.
  • The jobholder will ensure M&E
    indicators in project databases match reporting requirements
  • Strengthen the capacity of the M&E
    Team under supervision by working the MEL leadership to identifying
    training opportunities and increasing the team’s knowledge of M&E
    protocols and practice.



  • Provide written contributions to weekly,
    quarterly and annual reports and project performance updates as needed.
  • Render support in the development of MEL
    strategic documents as needed.
  • Coordinate with other departments and
    regions to provide strong support to sub-offices and CSOs
  • Manage, train and mentor M&E team of
    approximately 10 staff.
  • Perform any other duties as assigned.
Qualifications, Skills and
Experience:
  • The applicant for the USAID Project Monitoring
    and Evaluation Coordinator career placement must hold a University degree
    in a related field;
  • Possession of a Post graduate Training in
    M&E is desired
  • At least two to three years’ experience in
    M&E for donor-funded initiatives
  • Previous exposure and experience in
    training on M&E systems and data collection.
  • Strong analytical skills and good working
    knowledge of major databases and analytical programs including MS access,
    MS excel, STATA, SPSS and Epi Data among others
  • Demonstrated experience remote managing,
    mentoring and training staff.
  • Excellent interpersonal skills and ability
    to work under pressure.
