The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best practice
for the petroleum industry.

Job Summary: The Manager
Finance is responsible for the management of finance function of the Authority
in accordance with the Public Finance Management Act, International Public
Sector Accounting Standards and the Authority Accounting Manual to ensure
proper accountability for and efficient utilization of the Authority financial
resources.

- The jobholder will maintain the integrity
of accounting system and chart of accounts by authorizing new users,
creation of new suppliers and approving access rights - Review accounting transactions, schedules,
balances to ensure that the transactions are correctly coded, analyzed,
captured and posted in the accounting system - The incumbent will check, review and
approve adjusting journal vouchers prepared by staff - Review /check payment vouchers for
validity, authorization, accuracy of computation and completeness of
supporting documentation and make recommendation for payment - Manage the reconciliation of expenditure
bank accounts, and all general ledger control accounts - Develop a secure filing system for all
financial accounting records - Arrange and hold monthly relationship
enhancement meetings with banks holding PAU expenditure accounts and
resolved any outstanding issues - Keenly monitor Pre-payment control
accounts retirement to expense accounts through apportionment and check
the reconciliation of control accounts on a monthly basis - Organize and conduct staff sensitization
on accountability and imprest procedures within first quarter of the year
and enforce compliance with accountability procedures - Review schedule of outstanding
accountability and recommend recovery from salaries for those who fail to
account in time - Review accountability reports and confirm
compliance to accountability guidelines - Review adequacy of station imprest budgets
in relation to the price index and notify respective departmental
management and authorize imprest replenishment - The incumbent will verify accountability
submitted by staff - Prepare budget papers for briefing
business owners, provide indicative budget figures, budgeting templates
and costing guidelines - Engage departments to provide guidance on
the budgeting process in every budgeting period - Review departmental budgets and Identify
cross cutting issues for centralized budget considerations - Highlight and ensure compliance with
identified priority areas as may be defined by the Accounting Officer and
the Ministry of Finance - Consolidate all departmental Budgets into
a Corporate Budget and submit to Director Finance and Administration for
review - Develop the Budget Framework Paper and
detailed Budget estimates and submit Director Finance and Administration
for review - Prepare and circulate expenditure analysis
and variance reports to respective budget holders on a periodical basis. - The jobholder will solicit feedback and
follow up on key actions on expenditure and variance analysis reports from
budget holders, consolidate and report to the line manager. - Carry out cost-benefit analyses on ongoing
projects and some policy decisions, document and recommend key actions/
interventions. - The jobholder will assess areas of wastage
in PAU Corporate budget and make recommendations - Plan and budget for resource requirements
in the business Unit and monitor the usage of the resources to ensure
efficiency - Formulate and monitor a Business Unit Work
plan and develop performance agreements with all the staff under
supervision - Keenly monitor staff performance and
provide guidance and periodic feedback for performance improvement - Assess the training and development needs
of staff under supervision and recommend appropriate interventions - Provide coaching and mentoring support to
staff under jurisdiction - Initiate and implement activities/programs
intended to create and harness teamwork in the business Unit - Create and maintain a working atmosphere
that fosters creativity and innovation in the team
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the Petroleum
Authority of Uganda (PAU) Manager Finance job placement must be member of
the Institute of Certified Public Accountants of Uganda - The incumbent must also hold a Master’s
Degree in Accounting, Finance or Business Administration - Possession of a Bachelor’s degree in
Commerce, Business Administration or a related field with a bias in
Finance or Accounting from a recognized academic institution - At least seven years of related work
experience in Accounting and Financial Management, three of which should
have been obtained at a Middle Management level in a reputable
Organization - Specialized training in Procurement
- Additional training in Administration
- Training and / or experience in Project
Management - Extensive knowledge of International
Public Sector Accounting Standards - Knowledge of Income Tax Laws (PAYE, VAT,
WHT) and any other applicable laws where payment has to be made - Knowledge of International payment system
through commercial banks and Bank of Uganda - Excellent interpersonal skills,
particularly staff relations, oral and written communications - Possession of an impeccable record of
integrity - Possession of Accounting and auditing
skills - Good computer skills and application of
financial accounting software/systems - Conceptual thinking and analytical skills
