Project:
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth, Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project is being implemented in 20 districts of Eastern and Northern Uganda.
Specialist oversees the M&E system, providing guidance and leadership to
team to implement and M&E plan, develop, refine user-friendly M&E tools
and protocols, train WEI/B and partner staff to roll out the tools and provide
support supervision to ensure field staff and community resource persons
understand the rationale for data collection, support continuous improvement in
data accuracy and quality, and oversee management of the database.
Responsibilities:
- Work closely with the Project Manager,
lead the project team in finalizing the M&E system and oversee routine
program monitoring activities that are aligned to program outcomes and
meet donor expectations - Ensure the quality and relevance of the
project’s monitoring and evaluation design with the technical design and
overall goals of the program - Manage the collection, verification and
quality assurance of data - Document program results and develop
templates and a process for feeding quantitative and qualitative M&E
data into program improvement and donor and other stakeholder’s reports. - Actively participate in developing weekly,
monthly, quarterly and annual work plans - Provide supervision to staff and partners
to facilitate continuous improvement in data quality, and ensure proper
implementation of planned activities/interventions - With the technical team, identify and
integrate any areas for tracking and monitoring aligned to Bantwana’s
strategic plan - Take the lead in identifying training
needs for staff, partners, schools and community resource persons in
maintaining records, documenting and reporting - Mentor and support staff, partners and
community resource person’s sufficient documentation of project activities
and report writing. - Tasked with maintaining an up-to-date
database for all beneficiaries and ensure all relevant data collection
documents are administered appropriately. - Provide updates from monitoring and data
analysis to the project manager as required. - Perform any other duties as assigned
Experience:
- The applicant for the USAID Project M&E Specialist job
placement must hold a Bachelor’s or Master’s degree in statistics,
demographics, public policy, international development, economics, or
related field. Master’s degree or Bachelor plus an advanced certificate in
M&E, statistics, or economics preferred. - At least five years of professional
experience in an M&E position responsible for implementing M&E
activities of international development projects. - Significant experience in designing,
implementing and operating project M&E systems - Previous exposure and experience in
strategic planning and performance measurement, including indicator
selection, target setting, reporting, database management, and developing
M&E and/performance monitoring plans. - Broad knowledge of the major evaluation
methodologies (e.g., qualitative, quantitative, mixed method, and impact)
and data collection and analysis methodologies. - Previous experience in developing and
refining data collection tools. - Prior exposure and experience in managing
and providing ongoing training to M&E field officers. - Excellent organizational and interpersonal
skills; - Fluent in oral and written English and
excellent writing skills - Ability to work in a challenging
environment, under high pressure and ability to cope with tight deadlines; - Ability to work both independently and
collaboratively as part of an interdisciplinary team.
