In Uganda, ZOA has offices in Kampala, West Nile (Arua), Acholi (Nwoya),
and Karamoja (Amudat). ZOA Uganda works both in relief and recovery on the
themes of food security & livelihoods, WASH, primary/accelerated/vocational
education, and conflict management with a special focus on land security.
Job Summary: The Country
Program Officer Livelihood and Agriculture will be responsible for high-quality
programming of ZOAs livelihood and agricultural interventions (relief and
recovery) in Uganda. The incumbent will act as the ZOA Uganda’s main internal
and external representative on livelihoods and agriculture. The incumbent will
support the field offices in the high-quality implementation of existing
livelihood and agricultural interventions, and in the identification,
formulation, and development of new livelihood and agricultural interventions.
You will be in charge of writing donor project proposals on livelihood and
agriculture, and you will support the Country Director in related donor acquisition.
On behalf of ZOA you will be the livelihoods coordinator of the EU TF
Consortium.
Key Duties and
Responsibilities:  
  • Provide
    high quality support to field teams in the implementation of all ZOAs
    livelihood and agriculture activities (both relief and recovery);
  • The
    jobholder will seek new livelihood and agriculture opportunities from a
    need and funding perspective (especially in the emergency setting);
  • Carry
    out and support needs, vulnerability and capacity assessments;
  • Conduct
    and support market feasibility studies and value chain assessments;
  • Develop
    and write livelihood and agriculture donor proposals;
  • Support
    Country Director in donor acquisition and networking;
  • The
    incumbent will represent ZOA UGD externally in relevant meetings and
    consortia;
  • Serve
    as ZOA’s livelihood advisor in the current EU TF Consortium;
  • Develop
    and uphold a coherent ZOA UGD strategy for livelihood and agriculture
    interventions in line with internally accepted approaches/standards;
  • Manage
    the knowledge on ZOA UGDs livelihood and agriculture interventions
    (incl documenting lessons learned and best practices);



Qualifications, Skills and
Experience: 
  • The ideal candidate for the ZOA Country
    Program Officer Livelihood and Agriculture job placement should hold a university degree in a sector related
    to livelihoods and agriculture in a humanitarian and/or development
    setting;
  • At
    least three years of field experience in a development country (preferably
    in a humanitarian emergency setting) and five years of substantive
    livelihood and agriculture experiences;
  • Previous
    exposure and experience with livelihoods and agriculture interventions
    in humanitarian settings (as in contrast to more stable, development
    settings);
  • Prior
    experience with agricultural interventions encompasses both crop
    production and livestock, and goes beyond primary production also
    including processing, marketing and selling of agricultural
    products;
  • Previous
    experience with the Participatory Agricultural Enterprise Development
    (PAED) and Enabling Rural Innovations (ERI) approaches will be an added
    value;
  • Excellent
    spoken and written command of English;
  • Good
    proposal writer with excellent formulation and writing skills;
  • High
    degree of flexibility, taking initiative, interpersonal sensitivity,
    accuracy, and being innovative;
  • Be
    a good networker and likes to interact with third parties;
  • You
    are pragmatic and hands-on and can translate livelihood and agriculture
    approaches and standards from paper into action on the ground;
  • You
    fully support the mission, vision and Christian identity of ZOA.
