About USAID BETTER OUTCOMES
Project:
World Education Inc. /Bantwana (WEI/B) is implementing the five- year
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth, Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project is being implemented in 20 districts of Eastern and Northern Uganda.
Job Summary: The Human
Resource Officer will render support to the Human Resource department in
implementation and management of the Human Resource functions of the Jinja
Office and the Sub-Offices. The Human Resource Officer will support the Human
Resource Manager to ensure that Human Resource issues are carried out
efficiently and effectively, in line with Generally Accepted Principles, WEI/B
policies and procedures, local laws and donor requirements. The Human Resource
Officer will deputize the Human Resource Manager in performing general Human
Resource duties.
Key Duties and
Responsibilities:  
  • The jobholder will monitor, update and
    manage staff records and provide accurate HR information for all
    stakeholders and for management decision making.
  • Prepare monthly staff timesheets reports
    for payroll salary allocation in liaison with the Department Heads and
    Finance.
  • The incumbent will process staff benefits
    e.g severance and gratuity and ensure they are properly calculated and
    paid out in accordance with WEI/B procedures and local law.
  • Provide support to ensure timely and
    quality recruitment and selection processes within Bantwana
  • Coordinate staff induction and orientation
    together with the technical managers/supervisors
  • Offer technical support through continuous
    training and sensitization, monitoring and evaluation of the performance
    management system to staff and supervisors
  • Oversee the continuous assessment,
    coaching, mentoring and counselling of staff within Bantwana as per the
    set standards. Provide support to the staff training and development
    function within Bantwana
  • Sensitize staff on the training and
    development processes and guidelines
  • Disseminate up-dates on policies, procedures
    and other HR information to the Staff.
  • Maintain and monitor accurate staff
    benefits record (medical, GPA, etc)
  • Plan and implement delivery of staff
    wellness and well-being programs in collaboration with the Managers.
  • Administer implementation of the staff
    well-being policy/initiatives
  • Provide counselling to staff in different
    areas as may tie required.
  • Provide guidance on grievance and
    disciplinary procedures.
  • Prepare and submit HR reports and other
    briefs to the HR



Qualifications, Skills and
Experience:
  • The applicant for the USAID Project Human
    Resource Officer job placement must hold a Bachelor’s degree in Human
    Resource management or a related field such as Administration, Social
    Sciences and Business Management with additional professional qualifications
    in Human Resource Management.
  • A minimum of two years’ work experience in
    a similar position, preferably with a reputable international
    organization.
  • Extensive knowledge of normal
    organizational policies, labour law and legal requirements
  • Good skills in conflict resolution/problem
    solving, teamwork, crisis management, training facilitation and coaching.
  • Previous experience in working in a multi-
    cultural and hardship environment.
  • High level of commitment and working with
    minimal supervision.
  • Ability to manage multiple tasks at a time
    and work effectively with colleagues from different backgrounds.
  • Excellent planning, organization,
    communication and deaswrwnalang skills.
  • Confidentiality, tact and discretion when
    dealing wrth people and issues.
  • Computer literacy skills i.e.
    understanding of MS Word, MS Excel, experience in E-mail and communication
    is an advantage.
  • Willingness to work for additional hours
    as and when required, and travel (estimated travel time up to 15%).
