Programmes Coordinator
of Finance, Planning and Economic Development (MoFPED) over the years to
strengthen its capacity to undertake the role of the National Authorizing
Officer (NAO) under the Support to NAO programme. The formerly separate
Technical Cooperation Facility (TCF) and the Support to NAO (SNAO) have been
merged under the Uganda Technical Support Programme in the 11th European Development
Fund (EDF).
Responsibilities:
- Manage procurement and tender processes
under the NAO responsibility - The jobholder will validate and process
commitments to ensure conformity to the EDF regulations - The incumbent will validate payment
requests from contractors to ensure compliance with EDF procedures - Ensure correct date entry into the
database and issue payment orders - Prepare and submit financial reports
- Manage the safe storage, verification and
dispatch of guarantees received - Prepare and maintain follow-up worksheets
as tools for management purposes - Support the SPC in the management of the
audit function - Validate closure requests
- Prepare and manage budgets for the NAOSU
PE - Prepare Record of Expenditure (RoE) and
Replenishment Requests (RR) - Ensure that procurement/award procedures
are strictly adhered to - Follow-up and track accountabilities for
advances - Ensure correct posting of imprest
transactions in to the accounting system
Experience:
- The Finance and Contracts Officer must
hold a University Degree in accounting or in the field of financial
management - Possession of additional professional
qualification like ACCA, CPA(U) or CPA(K) - At least five years of relevant
professional experience in a Central Local Government Department or
Agency, international/regional organization, donor agency, project,
private sector, NGO etc. - Previous exposure and experience in
handling internationally recognized accounting systems - The Finance and Contracts Officer should
be familiar with Government processes - Previous experience on donor funded
projects (EDF) will be an added advantage. - Good computing and excellent English
language skills are a pre-requisite. - Age: 30 – 45 years
