World Education Inc. /Bantwana (WEI/B) is implementing the five- year
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth, Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project is being implemented in 20 districts of Eastern and Northern Uganda.

Job Summary: The Database
Officer will have a critical role on the M&E Technical Team of Better
Outcomes program. S/he will be responsible for working with the Database
Administrator to support the project partners and ensure that quality data are
collected and ensure that partners collect and report data in a timely and
rigorous fashion and that data is collated from the project database for the
required Quarterly and Annual Reports. The incumbent will support in reviewing
and harmonizing data for indicators that are in the project Activity Monitoring
Evaluation and Learning Plan (AMELP) and analyse data emanating from the
project database, as well as secondary data sources pertaining to the larger
development picture in Uganda and particularly in target districts. He/she will
particularly be expected to support the maintenance of project databases and
increase on provision of the required support to partner CSOs.

- Run consistency checks against the data
that has been captured in the database - Work closely with the DBA to support in
maintaining project databases; ensuring data completeness, manage database
reports and other quality checks: - Render support in quarterly reporting into
the National Systems e.g. Hybrid, PRS, OVCMIS efc - Carry out data validation by the CSOs
- Support the Database Administrator to
conduct supportive supervisory visits to sub grantees to observe monitor
and provide guidance and quality feedback on the use of data and
indicators; - Provide a supportive role in data entry
- Provide support to the MEL staff in all
M&E-related tasks and activities including analysis, development of
tools, documentation among others - Perform any other related duties as assigned
by the MEL Director.
Qualifications, Skills and
Experience:
Experience:
- The applicant for the USAID Project Database
Officer job placement must hold a Bachelor’s Degree in Computer
Engineering or Computer Science or Information Technology or a related
course - Professional qualification: Microsoft Certified
Solutions Associate / Expert (MCDA/MCSE), Cisco Certified Network
Associate (CCNA) will be an added advantage. - A bias in Data Management and Analysis is
mandatory - A minimum of three years’ experience
working in a similar position, particularly experience in reputable
institutions - Good working knowledge of major databases
like SQL Server and analytical programs including MS access, MS excel and
any other statistical data analysis packages; - Strong analysis data analysis skills;
- Excellent interpersonal skills;
- Familiarity, routine management of
information systems, and maintenance of electronic databases; - Demonstrated ability to think concisely
and critically as well as to distil information for different audiences; - Strong skills in teamwork and networking;
- Excellent analysis, report writing and
editing skills are required for this assignment. - Strong organizational and interpersonal
skills; - Ability to work in a challenging
environment, under high pressure and ability to cope with tight deadlines; - Ability to work both independently and
collaboratively as part of a team.
