hunger. The Feed the Future Uganda Youth Leadership for Agriculture is a 5 year
Activity which will support Ugandan partners, with youth in the lead, to
identify and drive forward sustainable, inclusive, and cost-effective
approaches that put youth, especially female youth, squarely in the agriculture
sector as leaders, farmers, entrepreneurs, and employees. The purpose of this
flagship activity is to increase economic opportunities for approximately
350,000 Ugandan female and male youth ages 10 to 35 in agriculture-related
fields, in order to increase their incomes and build their entrepreneurship,
leadership, and workforce readiness skills.
SAF Technical Implementation Manager will work closely with the Grants &
SAF Manager, as well as Activity leadership and technical specialists to
develop and implement grants for the Activity. The Grants & SAF Technical
Implementation Manager will work in close collaboration with the Chief of Party
(COP) and technical staff to identify grant opportunities, and develop a
strategic, long-term programmatic vision for the grants program. This position
will serve as a link between the Activity technical staff, and the grants team,
with a focus on ensuring that grant activities are effectively developed to
meet Activity objectives, and grantees and subcontractors implement and submit
their deliverables as scheduled.
Responsibilities:
- Establish a technical bridge between
Activity technical staff and grants team responsible for administrative
aspects of grant development and implementation. - The incumbent will also develop, review
and edit terms of reference for technical activities funded by the grants
and SAF. - Review
and comment on draft reports and deliverables prepared by grantees. - The incumbent will facilitate inclusion of
innovative gender integration approaches into grant activities. - Manage and monitor grant and SAF processes
pursuant to detailed policies and procedures established through USAID and
US Government rules and regulations, Chemonics home office policies, and local procedures. - Act as the point of contact for all
Activity staff and beneficiaries for all issues concerning technical
implementation of grants. - Collaborate with partners to mitigate
technical implementation delays and ensure timely submission of quality
deliverables. - Identify grants and subcontracts
implementation delays and liaise with the technical, grants and administration
teams to build capacity and eliminate bottle necks to ensure timely
submission of deliverables. - Recommend timely grant and subcontract
modifications and liaise with partners and technical team to ensure
reasonable delivery schedules - Work closely with the Finance and
Administration team to prepare financial forecast for subcontract and
grants expenditures in line with implementation schedule - Work closely with Grants and SAF Manager
to maintain a tracking system for all activities under the SAF, including
preparation of tenders, evaluation of proposals, and including monitoring
subcontract performance and ensuring partners properly collect M&E
data on SAF- funded activities. - Take part in the evaluation of
applications for SAF and/or grant funding, including preparation of
written reports on the process of evaluation and results of selection. - Analyze, assess, and assist with budgetary
and financial aspects of grant proposals, recipient financial management
capacities, and disbursements, including recipient determination of
responsibility. - Actively contribute to annual work
planning, performance management, and strategic communications. - Render support in assessing the training,
technical assistance, and commodity needs of potential grantees. - In collaboration with the respective
Activity Manager, review subcontractor/grantee deliverables to ensure
technical compliance. - Prepare and submit reports on awards,
including performance, and progress. - Participate in the periodic internal audit
of all associated pre-award and post contract management practices and
materials.
Experience:
- The applicant for the USAID UYLA Project
Grants & SAF Technical Implementation Manager job placement must hold
a Bachelor’s degree or equivalent in Business Administration, Finance, Accounting,
Development Studies, Public Administration - At least five years’ experience in a USAID
Grants under Contract role - Computer literacy i.e. proficiency in MS
Office - Excellent interpersonal skills, honesty,
and commitment to excellence. - Ability to establish and maintain
effective, sustainable relationships with Activity staff, USAID Mission
personnel and the general development and business community - Strong organizational and work
prioritization skills, attention to detail - Ability to work both independently and as
part of a team - Demonstrates leadership, versatility, and
integrity
