URC manages projects in over 45 countries, including the United States.
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Advisor, HIV Care and Treatment is primarily responsible for assisting her/his
supervisor in providing technical leadership, oversight and coordination in
implementation of HIV care and treatment interventions, and related Quality
Improvement activities at project-supported health units and districts. S/he
will have relevant technical expertise and experience, and program management
expertise.
Responsibilities:
- In charge of coordinating and managing
healthcare service provider skills strengthening activities (through
training, mentoring and support supervision), as per national curricula
and guidelines for delivery of quality HIV services - On a routine basis, use performance data
at various levels (regional, district and facility level) to tailor
technical support needs and inputs to performance needs and targets - Ensure that the project HIV/AIDS
activities are informed by evidence, adhere to national policies and
guidelines, are well-coordinated and demonstrate intended results - Work in liaison with the supervisor and
other team members to develop, implement and track annual, quarterly and
monthly HIV/AIDS work plans (and budgets) for HIV care and treatment
activities - On a routine basis, closely work with the
Monitoring and Evaluation teams to track and monitor project progress in
attainment of HIV Care & Treatment performance targets and design and
implement appropriate measures to keep on track - Support district and facility teams to continuously
use performance data to identify performance gaps, design, implement and
track improvement projects for HIV care and treatment - Prepare and submit periodic program
reports, as may be required - Mentor and supervise other staff as
designated - Perform any other related duties as
assigned
Experience:
- The applicants for the USAID RHITES-EC
Technical Advisor, HIV Care and Treatment job opportunity must be a
Medical Doctor with a graduate qualification in public health or a clinical
specialty or other related field - A minimum of three years’ experience in
managing and/or delivery of clinical HIV/AIDS services in Uganda - Previous experience and knowledge in using
Quality Improvement methods in improvement of clinical service delivery - Knowledge of latest developments in HIV
programming in Uganda - Proven ability to conceptualize, innovate
and execute ideas, as well as transfer knowledge and skills to front-line
service providers - Ability to express clearly and concisely
ideas and concepts in written and oral form. - Proven skills in supervision, planning and
management - Experience with USAID and donor projects
is highly desirable
