Job Summary: The Response
Finance Manager is mainly responsible for providing efficient and effective
management of the Response financial management and compliance for all grants
administered and/or implemented under the Response. S/he is responsible for
ensuring quality finance and grants management, assessing needs and developing
grant management capacity of field staff and ensuring compliance with donor and
WV International reporting requirements, contributing to World Vision core
values by providing leadership in budgeting, accounting and reporting functions
within the Response.
Key Duties and
Responsibilities:  
Strategic Financial Planning and Management:
  • Tasked with the alignment of partnership
    budgets between PBAS, Sunsystems, and donor and Support Office forecasts.
  • Oversee the budgeting process as per
    budget guidelines. To also support the NO annual budgeting process through
    provision of relevant grants information.
  • Provide weekly updates of the financial
    position of the whole response.
  • Promote financial accountability, internal
    controls and reporting
  • Ensure timely submission of accurate and
    complete reports to donors and Support Offices.
  • Reconciling MyPBAS to grant FFR on monthly
    basis with action plans for addressing outstanding items.
  • Overall Management of fixed assets for all
    grants in the Response
Risk Management and Control:
  • Ensure all grant projects are audited
    according to the Donor requirements
  • Ensure that management responses to audits
    performed are sent on time to the Audit Department, and that audit
    recommendations are implemented within WVI standard timelines.
  • Coordinate with internal and external
    audit staff to facilitate all financial audits.
  • Reports and briefs the Response Director
    on trends or significant financial controls issues in the response
  • In charge of maintaining an up to date
    risk register for the Response
Cost efficiency and effectiveness:
  • Ensure cost effectiveness through
    competitive bidding process and quality products/outputs
  • Guide on any specific donor regulations on
    procurement, and ensure there is compliance at every level.
Capacity and Competency Building:
  • Ensure competent and motivated staff are
    hired and retained.
  • Ensure there is a capacity development
    plan for Response finance staff.
  • Coordinate and conduct training in areas
    like accounting, SunSystems, risk management, grant compliance and other
    key financial areas to Response Finance staff.
  • Support operations and other non-finance
    staff in understanding and interpretation of financial statements and on
    donor compliance.
  • Assist the Response Director to ensure
    partnership Finance policies and procedures are understood by
    operations/technical staff and communities.
Strategic Networks:
  • Build and maintain good networks and
    relationships with GC, SOs, EARO, other NGOs, program managers and other
    WVU functions.
  • Promote effective networks within WV
    through effective communication, relationships and twin citizenship
Leadership/Management:
  • Provide leadership to the Response Finance
    department, ensuring smooth running and efficient delivery of services.
  • Adhere to WVI key policy documents –
    mission, core values, and covenant of partnership.
  • Ensure implementation of new partnership
    initiatives involving Finance, including ensuring the office always has
    100% compliance with LDR requirements.
  • Attend daily devotions and support
    spiritual development of his/her team.
Qualifications, Skills and
Experience:
  • The ideal candidate for the World Vision
    Response Finance Manager career opportunity must hold a first degree in
    Accounting or Finance
  • Be a Certified Public Accountant (CPA) or
    Chartered Accountant is preferable.
  • A minimum of five years of professional
    experience, preferably within World Vision. Previous grant accounting and
    budget preparation experience is preferred.
  • Extensive knowledge of Generally Accepted
    Accounting Principles and practical knowledge of financial systems and
    internal financial controls and procedures.
  • ICT skill is required, Sun systems, Vision
    and Microsoft office program knowledge is preferred.
  • Previous experience working in emergency
    responses an added advantage.
  • Must have proven experience in treasury
    activities and management.
