SNV contributes to programming within the Agriculture, WASH and Energy sectors
by strengthening the capacities of targeted partners and communities at the
field level; in order to realize increased skill sets and sustainable
performance; reduce poverty levels, expand employment; improve food security;
while paying special attention to gender equity, social inclusion of
marginalized groups and stakeholder accountability.
Key Duties and
Responsibilities:  
  • The incumbent will receive, register and
    process SNV store requisitions.
  • Initiate all procurement of goods and
    services in line with SNV and donor policies and procedures;
  • Ensure timely completion of procurement in
    support of programme implementation in line with SNV and donor policies;
  • Tasked with preparing budgets and planning
    for the procurement of expendable and non-expendable equipment.
  • Responsible for ensuring that all material
    distribution plans and delivery information is clearly communicated.
  • Maintains and updates inventory records
    and provides quarterly reports on inventory, stock levels and distribution
    records. Organizes and supervises the physical stock taking of
    inventories. The Logistics and Procurement Officer must collect and
    consolidate inventory and procurement quarterly reports.
  • Arrange accommodations for workshops,
    client meetings and trainings
  • Submit and arrange formal documents (e.g.
    visa, work permits, custom clearance) and arrange travel arrangements
    including tickets, transport of personal belongings, utilities and ensure
    payment, arrange long term accommodations for personnel based on approved
    travel requests and conform travel procedures.
  • Ensure timely management and update all
    logistics reports and information as required by the organisation.
  • Responsible for the daily coordination of
    SNV procurement activities between field offices and the Country Office in
    Kampala.
  • Ensure proper use and processing of
    procurement paperwork, including Purchase Requests, Requests For
    Quotations, Purchase Orders, Bid Analysis, Goods Received Documentation
    & Payment Requests as required; and ensure compliance with established
    SNV financial management rules and procedures for all procurements.
  • Prepare tender documents and
    announcements, ensuring that the tender process is in line with SNV and
    donor policies; and that both procurement and asset management is in line
    with SNV financial and administrative procedures.
  • Orient SNV personnel on the appropriate
    steps for procurement procedures, under the direction of the Operations
    Director and Country Director.
  • Maintain file on market prices for
    commonly bought items.
  • Manage contracts/ agreements with vendors
    e.g. insurance providers, landlords etc.
  • Other duties as assigned by the Operations
    Director and/or Country Director
Inventory & Asset Management:
  • Keep an inventory list of equipment,
    assets and means of transport, and the relevant contracts and leases,
  • organise equipment and stationary
    procurements, coordinate maintenance and replacement
  • when required, in consultation with and
    with approval of the supervisor and conform the given authorisation and
    (procurement) procedures
  • Ensure efficient inventory management
    systems are in place and ensure that all procured items are accounted for
    and quality/quantity controlled in stock reports and asset inventory
    management systems.
  • Fleet management across the country to
    ensure safe and reliable transportation for all projects, including
    monitoring of transport reports, vehicle servicing plans are cost
    effective
  • Continuously organise vehicle and
    equipment maintenance/repair schedule and value-for-money services to the
    vehicle fleet/equipment.
  • Actively monitor and keep records of the
    fleet/motorcycles/generators fuel consumption through weekly reports.
Facility, security and Utility Management:   Ensure maintenance of office, utilities and
other properties. Ensure security guideline and protocols are followed and
coordinate repairs works
ICT:
  • Install software and hardware and conduct
    maintenance and upgrading to the ICT equipment at the office,
  • Perform routine backups and provide support
    to users and coordinate external ICT,
  • Conform to the (corporate and regional)
    ICT guidelines and procedures
     
Qualifications, Skills and
Experience: 
  • The ideal candidate should preferably hold
    an undergraduate degree in Business Administration, Economics, Public
    Administration, Accounting, Procurement and logistics
  • At least four years’ experience as a
    Logistics Officer with two years of experience engaged in procurement
    programming. Private sector experience will be an added value.
  • Broad knowledge and understanding of
    complex and large scale procurement of goods and services preferred.
  • Professional training in procurement,
    accounting and Information technology is desired.
  • Proven experience in supporting project
    planning, reporting and budget management.
  • Proven experience in business development,
    programme design, proposal writing, international donor and private
    investor relationship management.
  • Highly self-motivated person with good
    leadership, teamwork, coaching, communication, networking and
  • organisational skills.
  • Advanced proficiency in MS Word, Excel,
    PowerPoint and social media.
  • Excellent written and verbal communication
    skills in English.
