ensure implementation of holistic high quality programmes to ensure that all
support functions are providing high quality and efficient support to programme
implementation. In addition, NRC Uganda is a relatively young programme that
requires extensive staff capacity development, focus on quality and
effective/relevant programme development and strong NRC institutional
experienced programme leadership. The Head of Programme will take lead in
hiring and training competent National Project Managers, lead the programme and
strategy implementations.
Responsibilities:
- Responsible for the line management for
Core Competence Specialists, grants staff and M & E - Member of the Country Management Group (CMG)
- Ensure compliance with and adherence to
NRC policies, guidance and procedures - Provide programme input to Country
Strategy and Plan of Action - Tasked with the development of Core
Competency strategies - Responsible for the development of
holistic and needs based programmes - Identify funding opportunities, develop
funding strategies and forecasts - Grants management, BPO allocations and
reporting to donors, including compliance with donor standards - Quality control, M&E and
organizational learning - Capacity building of all technical staff
- In-country representation and stakeholders
liaison - Promote the rights of refugees in line
with the advocacy strategy - Acting CD in the absence of the Roving
Regional CD - Responsible for the CC programmatic input
to the contingency plan - In charge of representation and
fundraising - Technical support and monitoring of
implementation - Identify, promote and secure good
cooperation and synergies with other NRC programmes - Monitor programmes according to
strategies, plans and policies, analyze and evaluate performance, and
identify areas for improvement - Line management of Grants coordinators and
M&E coordinator
Experience:
- The applicant for the Norwegian Refugee
Council (NRC) Head of Programme job opportunity should hold a Bachelor’s
Degree in a relevant field - At least five years’ experience from a
senior management position in a humanitarian/ recovery context - Previous experience from working in
complex and volatile contexts - Documented results related to the position’s
responsibilities - Knowledge about own leadership
skills/profile - Fluency in English, both written and
verbal - Possess a valid driver’s license
- Extensive knowledge of the context in the
Horn of Africa in general and Uganda in particular - Experience from advocacy work
- Personal Qualities: Strategic
thinking, Initiating action and change, Influencing, Handling insecure
environments
