and Gender Officer will provide technical support in relation to relevant
mainstreaming of protection, child protection and gender based violence
guidelines and minimum standards in all food programming, and ensure adherence
to (SPHERE Standards) and principles as well as the Child Protection,
Prevention of Sexual Exploitation and Abuse and Red Cross Code of Conduct.
Responsibilities:
- Train/orient all staff, partners and
stakeholders on – protection minimum standards in humanitarian action,
Prevention of Sexual Exploitation and Abuse/Code of Conduct and
periodically monitor for compliance. - Ensure adequate documentation of daily
protection and SGBV incidents within the food programme, coordinate
referrals and reporting internally and externally, and ensure proper
follow up of documented incidents - Establish and/or strengthen protection
mechanisms in the Food programme, including a proper data management
system - Work in liaison with the Food Resource
Manager, undertake regular field trips to food distribution points to
support field based protection, child protection and gender mainstreaming
activities; and advise on monitoring and reporting on emerging/changing
protection and gender related issues; - The incumbent will facilitate proper
implementation and reporting of protection activities in the food
programme, according to World Vision and donor requirements - Actively contribute to efforts of
mainstreaming protection and gender into food programmes and input into
advocacy efforts/agenda, in particular through the analysis of information
collected in Protection Incidents, patterns and trends - Develop and simplify humanitarian
principles (SPHERE Standards), safe food distribution guidelines, CP &
SGBV standards, laws and policies and other relevant guidelines for
dissemination to staff, partners and communities - Build capacity of staff programme staff
and key stakeholders on protection, child protection and Gender/GBV
mainstreaming including facilitating of key training packages in
humanitarian principles, staff/partner code of conduct and safe
distribution to promote dignity to the beneficiary community - Carry out period reviews of information on
gender and protection and assess barriers/ protection risks faced by
women, adolescent girls and children in food distribution to inform
programme implementation - Work in liaison with the Gender
Specialist, CP manager and the WFP Gender and Protection Advisor adapt
existing training materials, and IEC packages on protection , SGBV &
child protection - Promote awareness/education on SGBV
standard operating procedure (SOP) and protection minimum standards
through pre-distribution food and cash meetings - Coordinate and facilitate communities
meetings and dialogues with stakeholders on SGBV& C protection –
action plans - Represent World Vision Uganda at the
monthly & quarterly gender based violence and -protection working
groups hosted by UNFPA, UNHCR and UNICEF- to share progress, challenges
and appropriate follow up plans. - Develop and disseminate Information and
Education Communication materials on SGBV and – protection - Establishment and implement feedback and
complaints mechanisms on protection ,SGBV and Child protection( in
collaboration with Child Protection specialist across the programme areas.
This will include documenting all SGBV cases reported and contributing to
the SGBV database/information management system at district and National
level - Collaborate with gender and protection
actors through enhanced synergies to implement protection education at
food distribution points and provide appropriate referral of urgent cases
where applicable. The Officer shall ensure that such cases are followed up
to completion - Intentionally, regularly informally and
formally consult with beneficiaries, non-beneficiaires, Government, other
agencies to receive feedback regarding the programme commitments and staff
conduct. - Compile and submit quality reports to Food
Assistance Manager as directed. Ensure that all reports are highly
accurate, comprehensive, well documented and will guarantee the
credibility of the program;
Experience:
- The ideal candidate for the World Vision
Protection and Gender Officer job opportunity must hold a University
degree in Gender Studies, Social Work, Human Rights or relevant field.
Certificate courses in IASC Guidelines and key training packages preferred
protection mainstreaming,
psychological First Aid in Emergencies, , gender based Violence in
emergencies, International Humanitarian & Human Rights Law
Foundations, (Caring for [Child] Survivors of Sexual Violence , CPiE
Minimum Standards, and GBV IMS is a plus). - A minimum of two to three years’ experience
working on protection and gender development programming, preferably in
fragile contexts . - Familiarity with key international
standards for humanitarian work (e.g. CP Minimum Standards, Red Cross and
Red Crescent Code of Conduct, SPHERE, and the Humanitarian Accountability
Partnership (HAP) Standard, etc.) - Ability to communicate and work with
beneficiary communities, government and stakeholders at the district level - Experience in training and community
consultation highly desired - Broad knowledge and understanding of
monitoring and evaluation processes - Good networking and collaboration skills
- Excellent interpersonal skills with
ability to communicate and negotiate, taking into account cultural and
language difficulties. - Willingness to participate in chapel and
group devotions; and Commitment to WV Core Values and Mission Statement.
