low-income countries in different regions where agricultural biodiversity can
contribute to improved nutrition, resilience, productivity and climate change
adaptation.
Officer will support the grant management process, from the proposal stage
through implementation to grant closeout by working in close collaboration with
colleagues throughout the organization who are involved in the grants cycle to
provide budget, financial, compliance and reporting services to research staff.
Responsibilities:
- Tasked with monitoring of grant
expenditures - Provide fund clearance for expenses;
- Provide advice to staff on the allocation
and classification of expenditures; - Keenly monitor actual versus planned expenditures
and request adjustments that may be required; - Coordinate prompt and accurate billing,
recording and reporting of revenues; - Coordinate grant financial audits and
assist with the institutional audit; - Update grant managers on the status of
their respective accounts including cash balance, funds availability,
spend rates, and end dates. Letters of Agreement (LOA) budgets and
compliance Review partner budgets on LOAs; - Review finance, budget and reporting terms
and conditions on LOAs to ensure compliance with donor terms and
conditions; - Review partner financial reports.
Preparation of budgets for proposals - Prepare and submit proposal budgets;
- Maintain and update budgets in the system
for institutional planning documents. Preparation of grant financial reports
- Prepare financial statements and reports
in line with donor and Bioversity financial policies and procedures; - Coordinate timely submission of financial
reports to the Grants Office for submission. - Interpret and advise grant manager of
donor guidelines and Bioversity financial policies and procedures; - Participate in backup coverage for budget
team members; - Clearance of budget, financial reporting,
and financial management clauses of new grant agreement contracts and
amendments; - Undertake other related budgetary and
finance tasks as required; - Mentor and supervise Budget Assistants,
trainees and interns as needed.
Experience:
- The ideal candidate for the Budget Officer
job placement should hold a University degree in Business Administration,
finance, accounting or related field. - Professional financial accreditation is
desired - A minimum of five years’ experience in
financial accounting, preferably in the financial management of projects
including supervisory responsibility for staff. - Previous exposure and experience with the
implementation of computerized Accounting packages or ERP systems. - Extensive knowledge of accounting and
budgeting practices and procedures, preferably in a not-for-profit
organization or academic environment. - Computer literacy i.e. Proficiency in MS
Excel and working knowledge of MS Word; working knowledge of computerized
accounting packages. - Excellent interpersonal skills including
the ability to work effectively with other national and cultural backgrounds,
using courtesy and tact. - Excellent organizational and problem
solving skills. - Strong client service orientation.
- Excellent command of the English language,
both written and spoken.
