About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner
for Refugees is to lead and co-ordinate action for international protection to
refugees; seek permanent solutions for the problems of refugees and safeguard
refugee rights and well-being. UNHCR has an additional mandate concerning
issues of statelessness, as it is given a designated role under Article 11 of
the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Senior
Livelihoods Associate will support the design, development, implementation,
monitoring and evaluation of the livelihoods programmes in the country. This
will include assisting with the implementation of Refugee and Host Population
Empowerment Strategic Framework (ReHoPE) Strategy for Economic Inclusion of
Refugees reflecting UNHCR Global Strategic Priorities for livelihoods as well
as Minimum Criteria for Livelihoods Programming (socio-economic assessments,
market/value chain analysis, institutional mapping, targeting, strategy
development, activity development, implementation as well as monitoring &
evaluation). The Senior Livelihoods Associate will also collaborate closely
with UNHCR livelihoods partners, government agencies, private sector and
financial services actors as well as other relevant stakeholders to enhance
access to income generating opportunities and to improve self-reliance of both
PoCs and host community nationals. The incumbent will also be expected to
deliberately explore opportunities of collaboration with other UNHCR cross
cutting areas such as energy and environment, durable solutions and innovations.
To document good practices, results and to generate knowledge, the Senior
Livelihoods Associate will work closely with the Head of Field Office using the
Results Based Management approach and by monitoring effectiveness of
livelihoods programmes and partnerships. Lastly, the Senior Livelihoods
Associate will in collaboration with the Assistant WASH Officer and the Head of
Field Office identify new partnership opportunities that positively resonate
with the strategic direction of ReHoPE and UNHCR Uganda Livelihoods Strategy
for 2017 -2020, as well as advise on strategic issues
Key Duties and
Responsibilities:  
  • Support the Assistant WASH Officer and the
    Head of Office to implement and track the Minimum Criteria for livelihoods
    programming. This will include coordinating the completion of
    Socio-economic assessments, market/value chain analysis, institutional
    mapping and partner selection, targeting of beneficiaries, strategy and
    work plan implementation, monitoring & evaluation, reporting.
  • Oversee the implementation of ReHoPE for
    Economic Inclusion of Refugees strategy (2016-2020) and report regularly
    on progress of livelihoods related activities as outlined in the logical
    framework.
  • Coordinate the implementation of
    agriculture related activities that will ensure food production, food
    security and markets for food commodities in partnership with strategic
    partners.
  • Actively participate in livelihoods sector
    working group meetings and to ensure UNHCR Uganda visibility by taking
    lead of coordination and tracking of strategic action points.
  • Formulate a comprehensive livelihoods work
    plan and budget for the zone of influence in tandem with UNHCR Uganda
    livelihoods strategy 2017-2020. This will include identification of and
    engagement with strategic partners (NGOs, private sector, service
    providers, Government agencies) as well implementing and operational
    partners
  • Deliberately explore and bring on board
    strategic partnerships with the private sector, business and financial
    services providers and enterprises that will support PoCs to gain either
    self or wage employment or establish income generating opportunities that
    can lead to their self reliance.
  • Coordinate with other UNHCR sectors
    (energy and environment, child protection, gender, community services,
    education etc.) to ensure that the developed livelihoods work plan
    deliberately integrates protection safeguards and includes other possible
    relevant and innovative practices that may benefit PoCs
  • Provide direct day to day technical
    assistance to livelihoods implementing and operational partners on issues
    related to implementation of programmes and flagging barriers that may
    require advocacy support or strategic responses with government and other
    institutions.
  • Coordinate monitoring of activities in the
    work plan, regular collection of data, drafting and submission of UNHCR
    required reporting as well as documentation of case studies that
    demonstrate UNHCR impact to promote learning and knowledge sharing. This
    will include tracking of updated global livelihoods indicators being
    piloted in Uganda.
  • Evaluate submitted concept notes and other
    project documents to ensure that these conform to UNHCR quality standards,
    regulations and internal requirements before approval by senior
    management.
  • Coordinate meetings, workshops, trainings
    and other events organized by UNHCR to ensure that they are of high
    quality, results oriented and that they are well documented.
  • Represent UNHCR Uganda in meetings,
    workshops, trainings and events organized by strategic partners, implementing
    and operational partners.
  • Coordinate the work plans and activities
    of livelihoods field staff and affiliates implementing various livelihoods
    programs under UNHCR.
  • Identify technical training needs and
    requirements for UNHCR livelihoods field staff, implementing and
    operational partners, and work with the Head of Field Office to develop a
    training needs plan.
  • Share consistently livelihoods related
    data or information that may be requested by the Assistant Livelihoods
    Officer, the Head of Field Office, UNHCR Uganda Senior Management, the
    Senior Livelihoods Officer based in Nairobi or the Livelihoods Unit in
    Gene
Key Performance Indicators:
  • Livelihoods related activities under the
    ReHoPE Strategy for Economic Inclusion are implemented, progress measured
    and reported.
  • Operation has implemented parameters of
    the Minimum Criteria for livelihoods programming (Socio-economic
    assessments, market/value chain analysis, institutional mapping and
    partner selection, targeting of beneficiaries, strategy and work plans)
    and shared documentation with the Country Operation.
  • Livelihoods Sector Working Group/s are
    functional, well-coordinated, have in place terms of reference to guide
    their mandates with UNHCR as lead agency.
  • Operation has high quality implementation
    work plans for the period 2017-2018.
  • Strategic partnerships for livelihoods
    (with both development organizations and the private sector) are engaged
    and official MoUs endorsed.
  • Livelihoods implementing and operational
    partners receive regular technical assistance, their training and capacity
    building needs identified and measure put in place to address these.
  • Livelihoods activities are regularly
    monitored, data updated and reports shared with the operation. This
    includes documentation of case studies for communication purposes and
    knowledge sharing.
  • UNHCR policies, standards and procedures
    relating to Livelihoods are constantly and coherently applied in the area
    of responsibility (AoR).
     
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Senior Livelihoods Associate job opportunity should have completed
    secondary education with post-secondary certification in the field of
    Development Studies, Development Economics, Business Administration,
    Social Sciences, Agriculture or related field.
  • At least eleven years of professional
    experience (extensive field experience essential) in development projects
    and/or Livelihoods sectors interventions, ideally in a humanitarian
    context.
  • Significant experience in two or more of
    the following; socio-economic assessments, market/value chain analysis,
    strategy development or monitoring and evaluation.
  • Demonstrated experience working with the
    private sector or private sector partnerships is required.
  • Prior exposure to UNHCR refugee operations
    and functions relating to office administration and programme activities.
  • Previous experience with UN or other
    international, national NGOs.
  • Prior exposure and experience in cash
    based interventions, access to financial services, access to business development
    services, M4P (Market Access for the Poor) and policy advocacy.
  • Fluency in English. Excellent knowledge of
    the local language in Yumbe
