Job Summary: The Energy and
Environment Contractor will assume the role of UNHCR Uganda E&E focal
point. The incumbent will manage the inter-agency co-ordination and
consultation mechanisms at country and sub-office levels, including UNHCR
staff, government, partner NGOs and the private sector related to and involved
in Environment and Energy access in a humanitarian context. The jobholder will
also lead and facilitate the development processes and relevant workshops
towards elaborating UNHCR Uganda’s E&E strategy.

towards elaborating UNHCR Uganda’s E&E strategy.
Key Duties and
Responsibilities:
Responsibilities:
- Tasked with the development of priority
actions, milestones, targets, indicators, operational workplans and
budgets, logical frameworks, anticipated budgets, highlighting linkages
with other UNHCR mandate areas (protection, livelihoods etc.) as well as
identifying roles and responsibilities of various stakeholders. - Provide strategic leadership and technical
guidance towards the implementation of UNHCR Ugandas E&E strategy, to
include identification of appropriate sources of renewable energy for
cooking and lighting in camps and settlements as well as undertaking cost
to benefit analysis of the different technologies. - Oversee the implementation of surveys and
analysis (such as baselines and market surveys) relevant for E&E that
would inform planning and decision making for UNHCR Uganda. - Oversee the development and implementation
of an in-country monitoring and evaluation system for E&E, with the
assistance of the Uganda Country Office and E&E Unit at UNHCR HQ. - Assess capacity building needs and provide
training to UNHCR staff, government counterparts and partners, with assistance
from the E&E Unit. - Build strategic partnerships that would
assist UNHCR in mobilizing resources and effectively advocating for an
enabling environment for implementation of E&E initiatives - Take lead in knowledge development and
management to ensure that there is effective sharing of information
amongst stakeholders in the E&E and Humanitarian sector. - Responsible for submission of regular
reporting to the Country Office and E&E Unit in UNHCR HQ.
Key Performance Indicators:
- Monitoring and Progress Controls: Baseline environment and energy
information established for each settlement in Uganda - Multiyear country level environment and
energy strategy developed, incorporating financing mechanisms and M&E
plans – Monitoring and evaluation framework established and implemented - Lessons learned/good practices documented
and shared with other operations at UNHCR at the Energy and Environment
Unit at HQ - Capacity building training on environment
and energy-related programme issues organized - New, innovative ideas and approaches
generated for application at settlement level; - Market-based approaches identified for
energy technologies and projects - Regular, timely quality reports submitted
to the Country Office and the Energy and Environment Unit
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations
UNHCR Energy and Environment Contractor career opportunity should hold an
MSC degree in energy/renewable energy, natural resource management,
environmental sciences - A minimum of eight years of relevant
experience as a minimum qualification for the consultancy position - Significant experience in design,
implementation, monitoring and evaluation of renewable energy, environment
and development projects - Previous exposure and experience in coordinating
and undertaking assessments, surveys and facilitating strategic planning
processes - Previous experience in managing,
supervising and providing technical leadership to field based project
staff is highly desired - Experience in implementing cost effective
energy and environment related initiatives in a humanitarian context will
be an added advantage - Excellent communication (both written and
spoken) skills and networking abilities in communicating relevant
information to a variety of audiences for advocating UNHCRs mandate - Ability to work independently, with
minimal supervision while delivering high quality results for UNHCR Uganda
- Previous work experience in East Africa or
Uganda highly desired - Fluent in written and spoken English;
knowledge of local languages will be an added advantage
