About PEPFAR Project:
PACE is part of a consortium that is implementing a (5+ years) project
aimed at reducing the HIV incidence, and mortality related to HIV and TB and
develop capacity for the region and the country to plan, coordinate and sustain
HIV epidemic control. The program will accelerate Epidemic Control in Mubende
Region under the President’s Emergency Plan for AIDS Relief (PEPFAR). In
partnership with Mildmay Uganda and support from CDC, PACE’s primary role will
be to PACE’s to strengthen community systems to yield high HIV case finding,
linkages and community based support for retention in HIV care and prevention
Job Summary: The Project
Accountant will be tasked with monitoring and implementing financial-related
activities in the CDC project Office in line with PACE financial guidelines and
procedures. S/he will process accounts payable and reconcile monthly cashbook
transactions in Lawson.
Key Duties and
Responsibilities:  
  • Process Accounts Payable (AP) transactions
    and post them in Lawson (Non- Procurement Invoices, Advances, advances
    accountabilities) in a complete, accurate and timely manner, review of all
    in accordance to PSI/PACE Finance Manual to ensure accurate reconciliation
    of Creditor Accounts (Staff Advances, project Advances, vendors invoice
    matching) and follow up on outstanding/un-reconciled accounts as per
    Vendor Aging reports.
  • Maintain accurate financial book keeping,
    documentation, conduct monthly bank reconciliation and prepare monthly
    financial reports for the CDC Project
  • The jobholder will also process Cash book
    (CB) transactions into Lawson in a complete, accurate and timely manner.
  • Maintain and supervise the Physical
    project warehouse. Post, Update staff ware house transactions in Lawson
    and ensure that they clear to zero every month. Prepare and disseminate
    the weekly status of the staff ware houses.
  • Provide support in the preparation of the
    monthly OARs and budgetary implementation and cash Management for the
    project according to the PACE Target Low Cash Minimum Requirements
  • Support the Project sub grantees through
    periodic financial reviews of the project sub-grantees and follow-up on
    required actions. Conduct pre award assessments, site visit to the Sub
    grantees and implement the monitoring plans to close any capacity gaps.
  • Support and prepare monthly Project budget
    and funding request, Prepare payments for the Project activities within
    approved operational budgets and monitor cash flow. Initiate disbursements
    to Subgrantees within the available prime draw down, cashflows and
    budgets.
  • Support the sub grantees to prepare the
    required Financial and Donor reports as required by Mildmay, CDC and PACE
    from time to time.
  • Continuously monitor and provide support
    to project staff on completing financial documentation.
  • Provide necessary support required during
    the financial and program audits (Internal and external).
  • Maintain Office filing systems on a
    monthly basis for all financial documents in an orderly and systematic
    manner.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the PEPFAR Project
    Accountant job placement should hold a Bachelor’s Degree in Finance & Accounting or Business
    Administration or commerce
  • At
    least three years’ experience in an accounting position. Working
    experience with sub-grantee is an added advantage.
  • Computer literacy skills i.e. proficiency
    in Microsoft Office packages
    coupled with a strong understanding of Finance and accounting software
  • Ability
    to work with minimum supervision
  • Excellent
    interpersonal skills
  • Good
    customer service skill
  • Good
    people management skills
