About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which
supports the Government of Uganda (GOU) and key stakeholders to increase
availability and utilization of high quality health services in 21 districts in
Eastern Uganda and 2 in Karamoja by strengthening health systems and improving
the quality of, access to, and demand for health services with attention to
equity and underserved populations.
Job Summary:   The Monitoring and Evaluation (M&E)
Manager- Research & CLA steers the provision of technical expertise to
ensure that  the RHITES-E Project has a
strong results framework, generates high quality evidence, captures and reports
high quality results and applies state-of-the-art monitoring and evaluation
(M&E) approaches. S/he will lead the evaluations and research component,
including but not limited to assessments and operations research. S/he will be
in charge of drafting the collaboration, learning, and adapting (CLA)
plan.  Working collaboratively with the
M&E Manager, s/he will implement a system of constant data collection and
analysis that informs the Senior Monitoring, Evaluation & Learning Advisor
as well as the technical team leads so that they can determine whether targets
are being achieved and if programmatic changes are needed. S/he leads the
design and implementation of strong M&E plans, including baseline, midterm,
endline, MIS and supplemental data collection, analysis and reporting; and
promotes data-driven decision-making. S/he contributes significantly to the
development of knowledge management (KM) products, including project-related
publications that disseminate results and best-practices to project
stakeholders
Key Duties and
Responsibilities:  
  • Helps develop the protocols and M&E
    plans for supplemental data collection efforts as required, including assessments,
    special studies, in coordination with appropriate project team members.
  • Offers technical assistance and oversight
    for the project’s data collection efforts, including the baseline, endline
    or periodic assessments and surveys, in addition to management of external
    data collection and research agencies.
  • Supports in the design and implementation
    of all evaluation and research efforts linked to the RHITE-E Project
    targets and deliverables.
  • Maintains an efficient and easy-to-use
    information management system for data generated by the project, including
    the baseline facility and community mapping exercises, annual assessments
    and the final evaluation.
  • Provides leadership in the development of
    project operational research assignments including the use of statistical
    packages such as SPSS, R, and Epi Info.
  • Oversees the planning, facilitating and
    conducting data analysis efforts
  • Work in close collaboration with the MEL
    team, develops and ensures quality implementation of the overall M&E
    and KM plans for the RHITES-E Project.
  • Establishes CLA forums at district/cluster
    level and collaborates with the KM Manager in the documentation of success
    stories and lessons.
  • Actively contributes significantly in the
    writing of project publications and other KM products, obtaining inputs
    from Project’s technical Team Leaders, the district staff and sub grantees
    to develop high quality dissemination materials, including peer reviewed
    publications, technical briefs, reports, case studies, blogs etc. to a
    wide audience in consultation with the Senior Monitoring, Evaluation &
    Learning Advisor. 
  • Represent the RHITES-E Project in external
    meetings nationally and internationally, as required
  • Works closely with IntraHealth’s
    headquarters’ MER and Communications teams, as appropriate, and share
    achievements and results within IntraHealth for organizational learning.
  • Collaborates with HQ-based MEL unit on any
    assessments or research, as well as data quality assessments. Respond to
    HQ requests for country or project data.
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-E
    Monitoring and Evaluation (M&E) Manager- Research & CLA career
    opportunity must hold a Master’s degree in Public Health, Population
    Studies, Statistics, Social Sciences or similar field; Ph.D. or other
    advanced degree strongly preferred.
  • A minimum of six years of related M&E
    and KM work experience. USAID and/or PEPFAR reporting requirements
    preferred.
  • Previous exposure and experience using
    quantitative statistical  and
    qualitative data analysis software
  • Proven skills in conducting research,
    developing research protocols, articulating research questions,
    quantitative and/or qualitative data analysis and management, and in
    development of knowledge management and dissemination products such as reports,
    briefs and case studies.
  • Thorough knowledge and understanding of
    the Uganda health programs.
  • Proven ability to handle multiple tasks
    simultaneously, prioritize assignments, work effectively under pressure,
    and meet deadlines.
  • Demonstrated skill and effectiveness in
    communicating with others, particularly technical and program project
    staff.
  • Proven ability to work well with diverse
    groups and as part of a team using a consultative and collaborative
    approach.
  • Excellent verbal and writing skills.
  • Microsoft Office computer skills,
    proficiency in Word, Excel, PowerPoint and Outlook.
