Social Protection (ESP) Programme
Uganda, through its Programme Management Unit (PMU) is implementing Phase two
(ESPII) of the Expanding Social Protection (ESP) Programme. The goal of ESP is
to reduce chronic poverty and improve life chances for poor men, women and children
in Uganda. The programme aims to embed a national social protection system,
including social assistance for the poorest and most vulnerable, as a core
element of Uganda’s national planning and budgeting processes.
Learning and Reporting Coordinator will initiate and coordinate the development
and implementation of monitoring, reporting and evaluation strategies and
systems to improve internal processes, deliver results, analyse value for
money, underpin accountability and generate evidence for policy development in
line with ESP II objectives.
Responsibilities:
- The jobholder will formulate and develop,
implement and monitor the departmental operational plan and budget and
present it to Management for approval in line with the departmental
objectives. - Regularly monitor the development of a
comprehensive monitoring, reporting and evaluation strategy and framework
to guide the implementation of M&E, reporting and learning activities
in line with the strategic plan. - Review M&E reports and research
reports, document lessons learned and feed them back into activity and
program design and improvement in line with the ESP II strategic
objectives - Develop and implement a robust quality
assurance system to assess
the quality, logic coherence and clarity of M&E systems, reporting
processes and learning outputs and outcomes in line with planned
objectives - Develop learning program and train, coach
and mentor staff in areas where there is observed under performance to
enable them achieve set targets - Appraise staff performance, and provide
them with constructive feedback to enable them improve their knowledge and
skills in M&E systems, and reporting and learning functions - Formulate strategies and manuals to guide
the implementation of research, knowledge management, communication,
policy and advocacy, and grievance and complaints functions in line with
departmental objectives - Prepare quarterly, semi-annual, and annual
reports on programme service delivery quality and performance and
disseminate findings to management and other stakeholders in line with the
ESP II strategic objectives
Experience:
- The ideal candidate for the ESP Programme
M&E, Learning and Reporting Coordinator job opportunity must hold a
Degree in any of the following: Statistics, Economics, ‘Social science and
a Post graduate diploma in M&E with a Master’s Degree in a relevant
field. - At least five years’ experience in M &
E at Management level; Strong experience in - Strategic Planning especially in Funding
Policy Formulation and Planning; - Possess at least five years of people
management experience
