About US:
The Uganda Revenue Authority (URA) was established by the Uganda Revenue
Authority Statute of 1991 and set up in September of the same year as a central
body for assessment and collection of specified revenue, to administer and
enforce the laws relating to such revenue and to provide for related matters.
This statute incorporated all the laws that were in force then regarding tax
collection. The new organization (URA) amalgamated the three tax administration
departments that were responsible for all the taxes collected by the Central
Government of Uganda.
Job Summary: The Domestic
Taxes Officer will provide tax administration services aimed at improving
voluntary taxpayer compliance. 
Key Duties and
Responsibilities:  
Execute assignments as allocated by the immediate Supervisor or as
allocated by the system in order provide a satisfactory client service and
enhance voluntary compliance:
  • Acknowledge documents from clients
    including those in support of online TIN applications tasks, face vet for
    completeness to ensure that declarations, terms and conditions are signed
    and that all necessary documents are attached
  • Process the tasks including Barcoding
    physical documents and deliver for processing under the Document
    Management System task
  • Perform duplicity checks including
    Checking the system to confirm that there are no similar approved
    applications to avoid duplication of TINs and then approve or reject tasks
  • Generate TINs for approved application,
    print out TIN certificates and file the reports
  • For amendments applications, validate
    supporting documents received, accept and barcode for further process
    management
  • Receive physical documents for amendment
    of tax payer details and perform acknowledgement tasks and then forward to
    the Detailed Data Entry authority for scanning, uploading and amendment
  • Complete data entry verification tasks for
    amendment applications
  • Perform quality assurance on all tasks
    retrieved and approve or reject
  • Print out amendment certificates and file
    the reports
  • Undertake field activities as assigned by
    the Supervisor.
Conduct taxpayer engagements to Increase awareness of tax payer rights
and obligations to enhance voluntary compliance and improve revenue collection:
  • Educate taxpayers on a daily basis
    depending on individual needs arising
  • Engage key stakeholder in targeted sector
    to create awareness of tax obligations and seek their support in
    mobilising the community
  • Compile Frequently ask questions at the
    station and assess feedback from talk shows to inform areas of tax payer
    sensitisation
  • Identify requirements (funds and education
    materials) for the engagements and forward requests to the Supervisor for
    mobilisation
  • Draft letters for supervisor’s approval
    and send out the invitations to the target groups
  • Identify and book the venue and all
    utilities in liaison with the supervisor
  • Make presentations at the engagements and
    compile necessary information for preparation of the report
  • Identify topics to be discussed, review
    talking points and participate talk shows
Execute activities to identify and register potential tax payers in
order to expand the tax register, improve voluntary compliance and improve
revenue collections:
  • Work closely with community stakeholders
    to identify potential tax payers
  • Distribute roles amongst the teams and
    move out into the community based on the list of tax payers identified,
    interview them for information of prior registration and check for current
    fillings and payment of taxes
  • Educate the tax payers on their rights,
    obligations and the need for accurate registration and other compliance
    needs
  • Prepare periodical reports on as required
    under department guidelines
  • Obtain client information and register new
    tax payers and inform them of the documents required for completion of the
    registration process
  • Follow up potential clients not yet
    registered through physical visits , telephone calls and any other means
    to get them registered
  • Recommend tax payers for forced
    registration and provide basic information to the Supervisor to proceed
    with their registration
  • Generate a list of all tax payers at the
    stations for each of the tax heads as allocated
Maintain the taxpayer register to keep it clean, updated and relevant:
  • Identify Taxpayers with two TINs and
    verify the details in the profiles for whether TINs are active, merge
    where both TINs are active and deactivate one where only one is active
  • Cause amendments in case of information
    variances between system and actual information on ground provided or
    otherwise
  • Perform deactivation for clients not in
    business beyond reasonable doubt based on further analysis.
Profile tax payers to understand their businesses, identify and assess
risk and ascertain compliance status:
  • Understand business operations, dynamics
    and how they affect taxpayer compliance
  • Study available reports from current
    systems, for example compare income tax declarations with VAT declarations
    to identify variances that require action
  • Obtain and analyze third party information
    in comparison with tax payer declarations
  • Study and analyze different provisions of
    the law, evaluate and ascertain correct treatment, interpretations and recognition
    of transactions by tax payers
  • Contact and liaise with tax payers to seek
    clarifications on declarations made, agree on areas of improvement to
    ensure errors are corrected then subsequent tax returns become better in
    quality and quantity
  • Work closely with all units in URA that
    have infoemation to keep your self-updated with most current information
    for example Compliance headquarters, Customs Asycuda Team, licensing unit
    and other sources to obtain data and information, identify and assess risk
Plan and carry out tax inspections including audits, advisories, visits
etc on tax payers to understand their business operations and be able to advise
them on how to enhance voluntary compliance and deter revenue loss:
  • Receive tasks for audit from the line supervisor,
    devise appropriate approaches for conducting audits, acquire documents and
    resources required
  • Communicate to the tax payer and notify
    them about intention to inspect, the period to be covered, etc.
  • Carry out interviews with the tax payer
    and understand the nature of business, systems used; and seek
    clarifications from tax payer
  • Receive allocated tasks and raise
    assessments in accordance with laid down procedures
  • Raise management letters and submit to the
    line supervisor for further management
  • Make recommendations of system, or policy
    improvements to ensure revenue leakages are detected and deterred in real
    time.
  • Follow-up on outstanding taxes and
    carryout various activities for the recovery of tax arrears and to ensure
    recommendations during the inspection have been incorporated in the
    subsequent tax returns.
Qualifications, Skills and
Experience: 
  • The
    applicants for the Uganda Revenue Authority Domestic Taxes Officer
    jobs should possess Bachelor’s
    degrees in Economics, Statistics, Accounting, Education, or any
    other relevant field from a recognized academic institution
  • Professional
    qualifications in any of the areas of Taxation Administration, Accounting
    or Information systems audit are desired
  • Specialised
    training in any of the areas of customer care, data analysis,
    audit, fraud examination, or project management
  • At least three years’ experience in the areas of service
    delivery, audit, debt collection, enforcement or field operations
  • Knowledge
    of Uganda Tax Laws
  • Excellent
    communication skills
  • Possess
    good customer care skills
  • Ability
    to work well in teams
  • Possess
    an impeccable record of integrity
  • Good
    reporting skills
  • Demonstrated
    ability to teach communities with a variety of clients
