AVSI Foundation is an international not-for-profit, non-governmental
organization (NGO) founded in Italy in 1972. Its mission is to promote the
dignity of the person through development cooperation activities, with special
attention to education, according to the social teaching of the Catholic Church.
AVSI has been present in Uganda since 1984, first supporting hospitals and
agriculture projects in Gulu and Kitgum districts, and later expanding around
1990 to establish the present-day headquarters in Kampala, offices in Pader,
Gulu and Kitgum, and project activities in 12 other districts.
About Programme:
AVSI is currently implementing a project titled “Family Resilience
(FARE) under the Accelerating Strategies for Practical Innovation in Economic
Strengthening (ASPIRES). The Project goal is “Reduced unnecessary family-child
separation by specifically reintegrating street connected children and
preventing separation from families who are perceived to be at risk of
separation.”
Job Summary:  The Monitoring, Evaluation & Learning
(MEL) Advisor will be responsible for the monitoring, evaluation and learning
aspects of the FARE project activities and coordinate all FARE project related
M&E activities.
Key Duties and
Responsibilities:  
  • The jobholder will coordinate the
    monitoring and evaluation of project activities in collaboration with the
    Implementing Partner’s M&E officers.
  • The incumbent will also ensure compliance
    with the guidelines given by the ASPIRES M&E advisors for the
    collection of project data.
  • Mentor and supervise the program officers
    and the database officers of the project for the collection of project
    data.
  • Work closely with the M&E officers of
    the other agencies in the FARE consortium.
  • Build capacity of project staff on data
    collection, analysis, interpretation and use.
  • Support implementing partners in M&E
    activities and in particular, ensuring good data quality at their level,
    corresponding to good quality reporting.
  • Actively participate in FARE operational
    research and identify lessons learned and reporting such information back to
    the project team.
  • Ensure information collection and to
    collaborate with AVSI program management in the preparation of project
    reports.
  • Support other AVSI projects for specific
    M&E tasks and functions as and when requested under the guidance of
    the Programme Manager FARE.
  • Represent AVSI Foundation at the national,
    district and other external assignments for M&E related activities as
    directed by the Programme Manager.
Qualifications, Skills and
Experience: 
  • The ideal candidate should preferably hold
    a Bachelor’s Degree in Management Studies, Social Sciences, Social Work
    and Social Administration or a related field with a bias in M&E.
  • Possession of a Post Graduate Training in
    M&E is essential.
  • A minimum of three years of professional
    experience in project planning, proposal development, monitoring and
    evaluation, training with excellent analytical skills.
  • Two or more years in mid-managerial
    position within an International Organization.
  • At least two years of progressive
    experience in data collection or related monitoring and evaluation
    activities within an NGO setting is preferred.
  • Previous experience of different
    measurement and evaluation frameworks and techniques, such as the logical
    framework approach and theories of change and organizational learning,
    including participatory techniques.
  • Experience in designing research questions
    or survey tools is essential.
  • Good people management / supervision
    skills
  • Advanced proficiency in MS Excel, MS Word
    and general working knowledge of ICT and use of computers is essential.
  • Previous experience in data entry, coding,
    editing, analysis and report writing is desired.
  • Flexibility, good communication and
    interpersonal skills, presentation skills, and ability to work under
    pressure with minimal supervision.
  • Fluent in English and ability to speak
    respective local languages in project areas is desired.
  • Actively works towards continuing personal
    learning, acts on learning plan and applies newly acquired skills.
  • Ability to perform a variety of
    specialized tasks related to Results Management, including support to
    design, planning and implementation of programme, managing data and
    reporting.
  • Previous exposure and experience in
    working for street-connected children – planning and reintegration is an
    advantage.
