About RSCE:
The Regional Service Centre Steering Committee is the decision-making
body for RSCE, in compliance with General Assembly resolutions, United Nations
Secretariat rules and regulations, strategic guidance from United Nations
Headquarters and oversight bodies. The Steering Committee consults with the
Global Field Support Strategy Implementation Coordination Team, as required.
The Regional Service Centre, as approved by the Member States, is
owned, managed and staffed by the regional missions it serves. This framework
reinforces the existing missions’ chain of command structures and lines of
authority in a manner that does not create an additional layer between
Headquarters and the regional missions. It also ensures that staffing for RSC.
Job Summary: The Chief of
Section, Logistics (Chief Transportation and Movement Integrated Control Centre
– TMICC) is primarily responsible for conducting integrated movement planning
to optimize the use of passenger and cargo aircraft, including coordinating the
planning and usage of the wide-body long-range jet for troop rotations, leading
to a reduction in the number of empty legs ad minimizing reliance on short-term
charters. the incumbent will also have the primary responsibility for the
optimization of transportation resources, including infrastructure, airfield
support equipment, regional systems contracts, transportation governance and
associated quality assurance functions as well as transportation personnel
technical training.
Key Duties and
Responsibilities:  
Ensuring the
effective direction and integrated management of regional transportation in
support of the missions in Central and Eastern Africa.
Support to movement of goods and personnel in the region:
  • Work in close collaboration with UNHQ, the
    Global Service Centre and the client missions, support the planning
    process of operational requirements by identifying the needs in the region
    with regard to the movement of cargo and or personnel;
  • Under the UNHQ laid strategy and policy
    for supply chain management, identify and implement transportation solutions
    that suits the operational requirements of the region and work with
    relevant partners to develop inter-agency cooperation and standby
    arrangements;
  • Keenly monitor all activities related to
    the movement of cargo and personnel in the region;
  • Offer assistance and technical advice in
    all aspects of transportation, including goods requiring special handling;
  • Work closely with regional Procurement
    Office (RPO) Entebbe, develop SOW for regional movement requirements and
    ensure that appropriate need assessment and procedures are followed;
  • Work in close collaboration with the
    Regional Procurement Office in Entebbe, establish a mechanism to monitor
    and track established contracts, potential vendors and other solutions
    which support the establishment of rapid response transportation
    solutions;
  • Ensure that contractual rights for goods
    and services rendered to TMICC is realized as stipulated on the contracts;
  • Ensure that the TMICC’s operational
    priorities are reflected and aligned with the mandates of the missions to
    be supported;
  • Ensure coordination of regional troop
    movement is done in collaboration with MCS in LSD, UNHQ and supported
    missions for smooth and cost effective operation;
  • Ensure that appropriate infrastructure and
    ground handling resources are in place to sustain all movement
    requirements in the region;
  • Ensure appropriate cost analysis of
    movement requirements is done, vendors/service providers are paid on time,
    reimbursement process amongst missions done in a timely manner, and all
    procedures are in line with the UN Financial Regulations and Rules;
  • Ensure surface and air transportation
    regulatory requirements are fulfilled at all times.
Management of the Section’s performance:
  • Formulate relevant Key Performance
    Indicators (KPI) in line with industry standards which can assist the
    TMICC in measuring efficiency and effectiveness of the services;
  • Provide support in the development of the
    Transportation Service Level Agreements (SLA) between the RSCE and client
    missions;
  • Define policies and standard operating
    procedures (SOPs) for the delivery of services and their corresponding
    performance assessment approach and the tools required to ensure
    compliance;
  • Liaise, negotiate and coordinate with
    regional missions regarding transportation services and functions that may
    be transferred to the Service Centre;
  • Map out and maintain process flow of TMICC
    operation in line with regional requirement and ensure continuous
    improvement through continuous monitoring and identifying bottle necks and
    providing/suggesting solutions.
  • Plan, organize, implement, manage and
    oversee the transition of transportation services and related activities
    from the identified regional missions to be served to the RSCE through the
    TMICC Units;
  • In the day to day execution of functions,
    liaise with UNHQ and with the Global Service Centre to ensure compliance
    with the overall guidance and strategic direction on logistics operations
    as well as operational synergy with GSC;
  • Embrace technological advancement in
    transportation and logistics areas such as Transportation Management
    Systems (TMS) and Warehouse Management Systems (WMS) to enhance regional
    supply chain operation;
  • Ensure that projects assigned to TMICC are
    completed and implemented within the prescribed time frame; Provide monthly
    reports on TMICC activities to RSCE management and respond to auditors’
    queries and progress issues on agreed upon recommended actions;
  • Ensure updated, accurate and aggregated
    movement and movement related data is available at all times to satisfy management,
    auditors or client missions’ inquiries; continuously monitor and align the
    TMICC’s strategic objectives with that of the RSCE; Develop and
    disseminate best practices.
Building Partnership:
  • Build the partnership with all relevant
    actors in the area of service such as the personnel in Aviation
    Operations; Movement Control, Surface Transport, TCCs, Procurement and
    Logistics, Staff in client mission, logistics operations in specialized
    agencies, Local Authorities, other UN Agencies and NGOs;
  • Build cross-functional relationship across
    different missions and sections for transparent and collaborative
    relationship;
  • Establish a positive collaborative
    relationship between TMICC and supplier/service providers.
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    Regional Service Centre at Entebbe (RSCE) Chief of Section, Logistics
    (Chief Transportation and Movement Integrated Control Centre – TMICC) job
    opportunity should hold an Advanced level degree (Masters or equivalent) in
    business or public administration, management, logistics, supply chain
    management or related area is a requirement. A first level university
    degree with a relevant combination of academic qualifications and
    experience may be accepted in lieu of the advanced university degree.
  • At least ten years of progressively
    responsible professional experience in the management of transportation
    and logistics is required.
  • At least four years of work experience
    within the UN system in the field of logistics services or other related
    experience with the UN common system field operation (inclusive of
    peacekeeping missions and UN agencies, funds and programmes) – or similar
    international organization or non-governmental organization – in a
    conflict or post-conflict setting, is desirable.
  • Previous experience in a service center or
    operation is desirable.
  • Languages: Fluency in English,
    (both oral and written) is required; knowledge of the other is desirable.
