About US:
Association for Aid and Relief (AAR Japan) was founded in 1979 by
Yukika SOHMA, our first chairperson, with a mission to help refugees from
Indochina, and as a civil organization without any political, religious, or
ideological affiliations. It has since then grown into an international
organization approved and registered by the United Nations. AAR Japan has five
main pillars of activities; 1) emergency assistance, 2) assistance to persons
with disabilities, 3) landmine and unexploded ordnance (UXO) action, 4) action
against infectious diseases and 5) public awareness raising about global issues
in Japan. Since the beginning, AAR Japan has operated in over 60 countries.
Currently we are active in 15 countries and areas, including 4 African countries
namely Kenya, Zambia, Sudan and Uganda.
Job Summary: The Senior
Engineer will provide technical assistance to construction projects of
permanent and semi-permanent school facilities; making drawings and
specifications, tendering and contracting, coordination with stakeholders, and
supervising the work of assistant engineers and service providers. Also provide
technical support in procurement of school furniture and maintenance/renovation
of AAR’s office and accommodation.
Key Duties and Responsibilities:  
  • Provide overall technical assistance to
    construction projects, from their planning to their implementation and
    monitoring.
  • Make sure that all technical inputs and
    cost estimates related to the construction components are accurate, timely
    provided and included in the project proposals and budgets.
  • Supervise, monitor and evaluate
    performance of assistant engineers and service providers.
  • Take responsibility for overall progress
    and use of resources for construction.
  • Ensure a sound handing over of facilities
    to project beneficiaries.
  • Take responsibility of the procurement,
    tendering and contracting processes.
  • Share the progress and updates of works to
    Programme Coordinator / Country Director and report in a timely manner in
    case of any problems at the sites
  • Prepare interim, final and handover report
    of project, and maintain the relevant project records.
  • Perform any other duties if requested by
    supervisors
Qualifications, Skills and
Experience: 
  • The ideal candidate must hold a Bachelor’s
    degree or higher in relevant field
  • At least ten years’ experience as a
    professional engineer
  • Previous experience in school construction
    (familiar with the Ugandan standard construction designs and guidelines
    for school facilities)
  • Previous exposure and experience and knowledge
    for accommodation construction and plumbing and electricity maintenance
  • Previous experience in managing and
    supervising construction
  • Prior experience in procurement, tendering
    and contracting processes
  • Experience in working with aid
    organizations.
  • Experience in working at refugee
    settlement or refugee camp is an asset.
  • Excellent at working as a part of the
    team, especially reporting to supervisor in a timely manner.
  • Respect punctuality
  • Excellent drawing and designing skill
    using Computer-Aided Design (CAD) software
  • Strong motivation to be part of an aid
    organization
  • Possess good drafting/reporting skills
  • Management and Supervising skills
  • Fluency in speaking and writing English.
    Fluency speaking in Alinga or Lugubara is an asset.
  • Excellent PC literacy including word
    processing (MS Word) and spreadsheets (MS Excel)
  • Strong co-ordination and negotiation
    skills with stakeholders and problem solving skills
  • Culturally sensitive and high level of
    diplomacy and tact
  • Security awareness and management relevant
    to sensitive security environment
  • Ugandan citizen, residing in Uganda and
    able to station in Yumbe
