The Infectious Diseases Institute (IDI) is an international non-profit
organization which is a partnership of infectious diseases and public health
specialists. The overall objective of the IDI is to strengthen health systems
with strong emphasis on Infectious Diseases, through Research and Capacity
Development. IDI has five operational areas through which it works to achieve
its mission: Prevention, Care and Treatment; Training, Research and Laboratory
services (provided through a partnership with the Makerere University – John
Hopkins University Core Lab) and Outreach.
About CDC / PEPFAR Project:
IDI received funding from Centers for Disease Control and Prevention
(CDC)/PEPFAR, IDI is implementing comprehensive HIV/AIDS services in the
Kampala region of Uganda under the project: “Accelerating epidemic control in
Kampala region of Uganda through scale up of evidence based and high impact
interventions towards achievement of UNAIDS 90:90:90 targets.”
Job Summary: The Quality
Assurance Advisor will lead and provide technical assistance to the project in
the area of clinical and laboratory quality improvement and assurance. He/she
will support activities which evaluate and document quality improvement and
compliance with local and international standards of services. He/she will
provide overall strategic direction for activities involved in clinical quality
management. The position guides implementation of comprehensive capacity
building initiatives that address improvements in the overall service care
continuum.
Key Duties and
Responsibilities:  
  • Tasked
    with directing quality improvement and assurance plans at all levels
    including district health offices.
  • Work
    in liaison with the Districts, Ministry of Health and other stakeholders
    to continuously document and improve implementation of quality
    improvement and assurance processes for People Living with HIV in line
    with MoH standards.
  • Assist
    in conducting capacity building and technical assistance initiatives for
    quality improvement and assurance. He/she will also coordinate
    trainings and on site mentorships on quality improvement and assurance.
  • Identify
    primary service delivery indicators and outcome measures to evaluate
    effectiveness of applied standards.
  • Keenly
    review quality improvement findings, and formulate recommendations to
    improve the quality of local standards of care.
  • Mentor
    technical support teams and district health teams to integrate quality
    improvement and assurance within the health care services for
    people living with HIV across supported districts.
  • Support
    the DHTs and health facilities to generate standard operating procedures
    for facility processes. He/she will support the districts to achieve the
    required standards for both site and above site level activities.
  • Support
    data use at the districts to inform planning and activity implementation.
  • Support
    and participate in technical support supervision by the district, MoH or
    regional performance teams for Health facilities in the region.
  • Prepare
    and submit the required reports in regard to quality improvement
    and assurance
  • Perform
    any other duties as may reasonably be assigned from time to time.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Infectious
    Diseases Institute (IDI) Quality Assurance Advisor job opportunity should
    preferably hold a Bachelor’s degree in Medicine and Surgery
  • Possession of a post graduate training in
    Public Health is an added advantage
  • Specialized training in HIV/AIDS
    management and opportunistic infections
  • Registration with the Uganda Medical and
    Dental Practitioners Council required
  • Previous experience in implementing
    quality improvement and assurance in HIV/AIDS health care.
  • Excellent communication and interpersonal
    skills.
  • Broad knowledge and experience in clinical
    HIV/AIDS with emphasis on planning and implementation of quality assurance
    in public health care settings.
  • Good working knowledge of HIV/AIDS public
    health programs, strategies, methods, processes and techniques used to
    plan, develop, implement and evaluate results related to quality
    improvement.
  • Knowledge of US Government programming
    policies and regulations, procedures and practices.
  • Ability to understand public health
    systems and willingness to develop and link the project to existing
    quality assurance mechanisms and implementing partners.
