About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which
supports the Government of Uganda (GOU) and key stakeholders to increase
availability and utilization of high quality health services in 21 districts in
Eastern Uganda and 2 in Karamoja by strengthening health systems and improving
the quality of, access to, and demand for health services with attention to
equity and underserved populations.
Job Summary:   The Human Resources Manager will primarily
administer and develop the human resource management of the RHITES-E Project.
S/he exercises overall responsibility and facilitation for establishing and
managing RHITES-E’s human resources functions, including benefits
administration, recruitment, performance management, retention, employee
relations and development, compensation, leave and personnel records
affirmative action, and equal employment opportunity. The incumbent oversees
the implementation of IntraHealth HR policies and procedures and advises
managers and supervisors.
Key Duties and
Responsibilities:  
Recruitment and Selection:
  • Co-ordinate and support all aspects of the
    recruitment and selection process of staff, in liaison with program
    managers and other departments while ensuring that RHITES-E’s recruitment
    process and good practice is carried out in all recruitment and selection
    activity. Specific responsibilities include job description development,
    recruitment planning, advertising and short-listing, selection interviews
    and tests, job offers, salary calculations and issuing employment
    contracts.
  • Stay up-to-date with new recruitment sources
    and propose improvements to processes and selection tools to ensure that
    the recruitment process meets current and future organizational needs.
  • Work closely with colleagues to ensure a
    coordinated approach to recruitment for the RHITES-E Project, ensuring
    effective forward planning and awareness of available staff resources to
    fill vacancies.
  • Coach and train all staff involved in
    recruitment on best practice and equal opportunities.
Policy and advice:
  • Guide and coach managers and staff on
    Uganda labor law and IntraHealth’s HR policies and best people management
    practices including appraisal, staff development, discipline and
    attendance in accordance with IntraHealth policies and legal requirements
  • Monitor appraisals and advise Project
    Leadership Team/Line Managers on performance management issues and also
    advise on staff development opportunities identified in appraisals in line
    with IntraHealth’s Learning & Development Objectives
  • Ensure that IntraHealth’s staff HR
    policies, practices and processes are reviewed and updated regularly
    ensuring that they are suitable and consistent with external good practice
    and local legal requirements.
  • Carry out inductions and exit interviews
    for staff within the country, identifying key trends and ensuring that
    other departments are aware of issues requiring improvement and to
    contribute to the development of IntraHealth’s Human Resources strategy
    and other plans
  • Ensure the implementation of effective
    performance appraisal process and communicates to all staff and assures understanding
    of IH’s Performance appraisal system.
  • Review and recommend strategies on how to
    motivate, attract and retain staff and promote gender diversity.
Staff Development:
  • Carry out periodic organizational, job and
    individual training and development needs analysis.
  • Work with supervisors to identify suitable
    courses to meet the training and development needs of the staff and
    organization and follow-up plans to see them through.
  • Organize in-house and external training
    and development programs in accordance with needs identified and evaluate
    outcome of the training undertaken.
Management and organization:
  • Ensure ongoing update of the HR database
    (UltiPro) and filing system for all staff in the country portfolio and to
    produce reports as requested by managers and the PLT
  • Provide the necessary information required
    for monthly payroll preparation.
Learning:
  • Remain up-to-date with developments in the
    HR profession, including changes in Ugandan labor law and best practices.
  • Ensure the communication of HR policies
    and procedures within the organization.
General:
  • Proactively propose changes to policy
    systems and procedures to improve the efficiency of the HR function.
  • Maintain awareness of developments in the
    HR practice and employment law and contribute to information sharing and
    continuous professional development within the management team,
    analyzing/advising on implications for RHITES-E’s and
  • Maintain and develop good relationships
    with similar organizations in the sector, with ongoing dialogues
    concerning policies and trends.
  • Attend internal and external meetings as a
    representative of RHITES-E’s on Human Resources issues as and when
    required.
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-E
    Human Resources Manager job opportunity must hold a Master’s degree  in social sciences or human resource
    management and seven years’ experience (or a bachelor’s degree with 10
    years’ experience) developing and implementing HR policies, procedures,
    and dealing with complex employee relations issues and, developing and
    communicating HR management information. An additional qualification at
    diploma or postgraduate level in Human Resource Management will be an
    added advantage.
  • Comprehensive working knowledge of current
    Ugandan labor law and strong experience of providing a broad range of high
    quality HR policy advice (including disciplinary and grievance) to
    managers and staff and undertaking a high quality high volume recruitment
    process
  • Previous experience of undertaking and
    preparing payroll, managing benefits plans and proficient use of MS Office
    and HR databases
  • Excellent interpersonal and consultative
    skills, including the ability to communicate, present, negotiate and
    influence a variety of audiences and establishing strong working relationships
    with colleagues from different functions and cultures
  • Experience of a flexible approach to
    managing and prioritizing a high workload and multiple tasks in a fast
    paced environment with tight deadlines and ability to proactively identify
    and address issues and, an understanding of and commitment to
    IntraHealth’s values, in particular equal opportunities
  • Staff management experience especially in
    an International Non-Governmental Organization (INGO) in the
    development/humanitarian sector
  • Excellent planning, organizational,
    analytical and decision-making skills
  • Strong interpersonal and communication
    skills and the ability to work effectively with a wide range of people
  • Proven skills in handling work-related
    conflicts
  • Integrated knowledge and understanding of
    human resources concepts, practices, systems, and procedures
