About the Africa Biogas
Partnership Programme
The Africa Biogas Partnership Programme (ABPP) is a partnership between
the Dutch government, Hivos and SNV in support of national biogas programmes in
Ethiopia, Kenya, Tanzania, Uganda, and Burkina Faso. This partnership is geared
towards constructing 100,000 biogas plants that will enable half a million
people to access a sustainable source of energy by 2017. ABPP works with
National Implementing Agencies in the four countries to promote biogas. One
such agency is Biogas Solutions Uganda Ltd (BSUL). BSUL is a private company
limited by guarantee established in Uganda with the objective to formulate,
develop and set in motion strategies, policies, plans, measures, systems and
approaches that support private sector led biogas sector development aimed at
sustainable improvement of the livelihoods of rural and peri-urban households
in Uganda.
Job Summary: The Finance and
Administration will oversee financial and administration activities and support
all financial, administrative and operational support activities. The incumbent
will also ensure that all operations comply with the company’s fiduciary
regulations and that all reporting processes are in line with the requirements
of its investors/financiers. S/he supports operations by developing and
implementing comprehensive administrative and operational support systems.
Key Duties and
Responsibilities:  
  • Maintain the financial, personnel,
    administrative and internal control procedures of the entity;
  • Provide sound, reliable, and timely
    guidance and input on all Finance, Human Resources and office
    administrative matters related to the company’s operations
  • Prepare and present regular and accurate
    financial plans to the Programme Coordinator/Board of Directors;
  • Consolidate financial information into
    timely comprehensive internal and external financial reports;
  • Accurately track and analyse reports
    spending across budgets and conveys clear financial information to
    relevant parties;
  • Ensure full compliance with Uganda
    legislation and the company’s fiduciary regulations.
Qualifications, Skills and
Experience: 
  • The ideal candidate for Hivos Finance and
    Administration Manager job opportunity should preferably hold a first
    degree in Business Administration or equivalent qualification;
  • Professional Qualification- ACCA or CPA or
    more years of progressive experience in administrative positions in social
    and/or commercial enterprises; 
    experience working in an audit firm will be an added advantage;
  • Excellent track record in developing and
    managing administrative and operational support systems including internal
    controls and external financial audits;
  • Knowledge, skills and abilities in;
    Organization and management principles, current challenges and
    opportunities in climate smart energy, human resources administration,
    financial accounting and internal control, office management and
    logistics.
  • Keen attention to detail, behaving
    ethically, pro-poor social issues, building relationships, excellent
    written and verbal English skills, innovation, client focus, fostering
    teamwork, inspiring and mentoring, result orientation, decision making,
    organizing, planning and reporting, problem solving, analytical and
    quantitative skills, and thinking strategically;
  • Willingness to intensively travel in
    Uganda.
