Avocats Sans Frontières (ASF) is a Belgian founded international NGO
composed of advocates and lawyers who work independently to contribute to the
creation of fair and equitable societies. The organization aims to achieve this
objective through field interventions in the judicial sphere, and a range of
legal services. Its active and supporting members as well as employees working
in the secretariat and field missions make sure that its functioning develops
based on the highest professional standards. Currently, ASF implements
long-term projects in Uganda, Burundi, Democratic Republic of Congo, Chad,
Central African Republic, and Tunisia.
Job Summary: The
Administrative Finance and Logistics Officer (AFLO) is tasked with the control
and implementation of all administrative, financial and logistics policies and
procedures for ASF in Uganda.
Key Duties and
Responsibilities:  
  • Develop and manage projects’ budget in
    collaboration with the Country Director
  • Control budget expenditures and forecasts,
    analyze them in connection with activities’ progress and project
    objectives
  • Tasked with cash flow management
  • Aggregate recording and classification of
    expenditures, banking and petty cash functions, supervise bank accounts
    management and relationship with the bank
  • Prepare and submit timely financial
    reports in accordance with donor requirements and ASF procedures
  • Ensure ASF procedures and donor rules are
    followed, and support audits and financial reporting
  • The incumbent will organize and support
    the recruitment process of national staff
  • Oversee all human resources and personnel
    issues
  • Guarantee the application and update of
    the administrative and legal framework in the whole country; ensure
    implementation and respect of these rules on each program;
  • Supervise the filing system implemented
    for all mission archives (hard and soft copies): administrative folders,
    inbound/outbound mail, financial records, human resources files etc;
  • Implement and support security measures
    for the office, vehicles and staff as required
  • Mentor and supervise the Logistics
    Assistant
Qualifications, Skills and
Experience: 
  • The ideal candidate for the Avocats sans
    Frontieres Administrative Finance and Logistics Officer (AFLO) job
    opportunity should hold a Bachelor’s Degree in Economics, Accountancy/
    Financing, Management 
  • At least three years’ experience in
    financial management, including at least one year in a similar role preferably
    with an NGO
  • Previous experience related to
    administration or logistics 
  • Financial/ Accountancy Management is key
  • Knowledge, understanding and experience in
    systems development and documentation
  • Possess a valid driving license and ability
    to drive vehicles with manual gearbox
  • Excellent interpersonal skills and
    multi-tasking ability
  • Good understanding of humanitarian work
  • Desire to take on new challenges
  • Motivation to integrate a multi-cultural
    and international organization
  • IT Skills: High level of
    computer literacy (knowledge of well-known NGO accounting software, Excel
    advanced, Word)
  • Languages: English required,
    working knowledge of French is an advantage
