M&E, Strategic Information and Learning
contributing to a process of preventing HIV infection, restoring hope and
improving the quality of Life of persons, families and communities affected by
HIV infection and disease.
HIV/AIDS epidemic control activities through a Health Systems Strengthening
approach in Soroti Region, covering 8 districts of Soroti, Kaberamaido (Cluster
1), Katakwi, Amuria (Cluster 2), Serere, Kumi, Bukedea and Ngora (Ouster 3). In
addition, TASO will be implementing accelerated HIV/AIDS epidemic control
activities through a Health Systems Strengthening approach in Masaka and
Kalungu districts, as a Sub-recipient under the Masaka Region Rakai Health
Sciences Program (RHSP) Consortium funded by PEPFAR through CDC.
Quality Improvement Officer will
manage these functions; Monitoring and Evaluation, strategic information and
the Learning function and carry out programs audits for the success of the
project services in the Cluster area.
Responsibilities:
- Develop monitoring and evaluation systems
- Ensure that the systems, plans, guidelines
and procedures for the monitoring and evaluation of the Ouster updated; - Formulate mentoring and Evaluation tools
and feedback mechanisms - Send periodic reports on findings and
recommendations written and disseminated; - Project activities in the Cluster
effectively monitored and evaluated; - Tasked with project date quality
assessment - Ensure audit exercises conducted-and
reports compiled and submitted and Risk Assessments carried out. - Tasked with recording and reporting tools
distributed to all health facilities - Send periodic reports generated and submitted
in a timely manner - Ensure that the health care workers are
oriented on data collection, recording and reporting
Experience:
- The ideal candidate for the CDC Project
Monitoring & Evaluation and Quality Improvement Officer job
opportunity should hold a Bachelor’s Degree in Statistics, Computer
Science, or Quantitative Economics. - Certification in Database Management i.e.
DBA - A minimum of three years’ experience in database management at TASO
- Computer programming skills and knowledge
- Broad knowledge of relational database
software (MS Access, Oracle, SQL Server or MySQL) - Basic facts about HIV/AIDS
- Excellent communication and training
skills - Good interpersonal skills.
