About USAID Project:
The USAID-funded Uganda IRS Phase II Project’s objective is to conduct
a comprehensive spraying program, and establish the foundation for sustainable,
effective, high-quality indoor residual spraying (IRS) activities in Uganda.
Job Summary: The Programme
Assistant assists the Operations, Monitoring & Evaluation, Finance &
Administration teams and Senior Management Team in drafting regular reports,
following with district officials’ reports and payments for effective and
timely delivery of services.
Key Duties and
Responsibilities:  
  • Support the Senior Management Team in
    coordinating the planning and execution of the work of the technical and
    administrative staff through: working with technical staff to define the
    logistics and administrative support needs for upcoming training events,
    workshops and conferences, well in advance of the events and coordinating
    with the Finance Manager and Administrative Manager to ensure these needs
    are met; and ensuring that all the spray activity reports are collated and
    shared among staff for input before being summarized into end of spray
    report, assist in drafting of the monthly progress summary reports for
    USAID, clearly spelling out accomplishments, lessons learned and
    challenges for each technical area as well as coordinating the compilation
    of weekly activity reports from the information provided by the field
    staff and disseminating to staff as appropriate.
  • The jobholder will coordinate activities
    for the annual work plan development process and assist with the
    compilation and formatting of the final copy.
  • Organize, facilitate and document staff
    meetings, client and counterpart meetings as appropriate.
  • Oversee the process of preparing technical
    reports by receiving sectional or individual drafts, collating them into
    one draft and ensuring that the contributors make further input/ edits
    before the final draft copy is produced.
  • Render support in coordination of
    development of scope of work, recruitment and logistics for local and
    international consultants and provide or arrange support to enable
    consultants accomplish their work (including developing schedules,
    organizing meetings and site visits, briefing, introduction to key people
    and travel arrangements).
  • Coordinate with Home Office to obtain
    clearance for travelers, purchase of tickets and arrangement of ground
    travel.
  • Collect, register and maintain information
    on project activities by reviewing reports and through first hand sources.
  • Assist the Finance Manager in the review
    of end of spray schedules for spray personnel payments. Assist with
    preparing requests for district officers’ fuel and SDA allowances.
  • Tasked with the preparation of travel
    advance requests for MoH personnel and VCOs and follow-up with their
    expense reports.
  • Undertake other assignments that the SMT
    deems necessary . including field visits.
Qualifications, Skills and
Experience:
  • The applicants for the USAID IRS Project
    Programme Assistant job opportunity must hold a diploma or university
    degree in Project Planning and Management, Social Sciences, Public
    Administration or other relevant qualifications.
  • A minimum of three years of hands-on
    experience in similar position in international organizations/development
    projects in Uganda or elsewhere.
  • Excellent reporting and writing skills and
    fluency in English a must.
  • Good computer skills, strong knowledge of
    MS Word, Excel, PowerPoint, E-mail and Internet is necessary.
  • Working knowledge of FAR/AIDAR is an added
    advantage.
