Uganda Enabling Environment for Agriculture (EEA) Activity. The five-year
Activity (April 2013 – April 2018) provides technical assistance at primarily
the policy and central government levels to increase the value of agricultural
production and trade – in the coffee, maize, and beans value chains, and
agricultural inputs – and improve resilience to climate change by increasing
the capacity of counterparts in Uganda to identify and address high-return
policy and regulatory priorities.
Responsibilities:
- The incumbent will make sure that all
procurement planning and execution in compliance with USAID and Chemonics
requirements. - Ensure the highest levels of honesty,
integrity, openness and transparency in administering procurement and
subcontract award processes and procedures. - Ensure contract-specified subcontractor
regulatory and compliance requirements (e.g., FAR, AIDAR, CFR, and OMB)
are met. - Offer timely technical support and
oversight for local subcontractor and analyze, assess, and assist with the
budgetary and financial aspects of local subcontracts. - Perform detailed reviews and audits of all
subcontractor invoice documentation and ensure that expenses are incurred
per the terms of signed subcontract agreements. - The incumbent will report consistent and
accurate financial data on subcontract activities to ensure precise
project financial projections. - Supervise Drivers, Administration
Assistant and Receptionist.
Experience:
- The applicants for the Procurement Manager
job opportunity should hold a Bachelor’s degree in social sciences,
business administration, finance, or related field required. - A minimum of five years’ experience in
subcontract management with development agencies or their funded programs. - Extensive knowledge of USAID procurement
rules and regulations. - Management, administration, and
communication skills (interpersonal and written) required. - Significant exposure and experience
reviewing and negotiating budgets, reviewing financial reports, preparing
for and monitoring of subcontracts, and file management. - Excellent working capabilities with MS
Office - Ability to work collaboratively and in a
team, but also independently with minimal supervision. - Demonstrated leadership, versatility and
integrity. - Fluent written and spoken English
required.
