About Project:
Oxfam is implementing a humanitarian response to address the
humanitarian needs of South Sudanese refugees hosted in West Nile sub-region.
Oxfam’s areas of intervention include WASH, Emergency Food security and
vulnerable livelihoods (EFSVL), Gender and Protection. Oxfam works with local
partners as a strategy for building humanitarian preparedness and response
capacity within the organisations.
Key Duties and
Responsibilities:  
  • Coordinate
    technical assessments, design, and implementation of water and sanitation
    as well as other projects that are socially acceptable, environmental
    friendly, and economically viable.
  • The
    jobholder will design and implement camp water and sanitation facilities
    for refugee settlements ensuring that technical designs are followed.
  • Liaise
    closely with the Public Health Promotion and PHE staff throughout the
    planning, design and implementation stages of the WASH Programme.
  • Actively
    contribute towards planning and proposal writing in order to provide clear
    objectives and establish indicators for monitoring and evaluating the
    programme
  • Coordinate
    with other key actors including local authorities and NGOs to ensure
    Oxfam’s views and approaches are in harmony with other key players in the
    public health sector.
  • Ensure
    that all programmes take gender issues fully into account and that work
    aims to meet Minimum Standards and adheres to Oxfam’s emergency guidelines
    and protocols.
  • Serve
    as the field coordinator/Team Lead and hence supervise on day to day basis
    the work of both WASH , EFSL, Protection staff and Partners
  • Enhance
    the capacity of the selected humanitarian partners to respond to the
    refugee crisis or to the potential future refugee crises in the
    region
  • Support
    technical coordination and relations with district, OPM, UNHCR and other
    stakeholders on WASH in Lamwo.
  • Guide
    and support on budget monitoring and control for Lamwo operations
  • Ensure
    Field representation of Oxfam to Government and partners ensuring
    that the influencing role is kept high. Advocate for quality and effective
    humanitarian aid/assistance to affected communities
Qualifications, Skills and
Experience:
  • The ideal candidate for the Oxfam Response
    Team Lead & PHP Coordinator job placement must hold qualifications in public health
    promotion (Degree level preferable – Public health, Social
    Sciences, Community Psychology, Environmental health)
  • A
    minimum of five years of practical experience in developing countries in
    appropriate community health and environmental programmes. Some of this
    time should have been in emergency refugee programmes.
  • At
    least two years’ experience in community mobilization and organisation and
    appropriate community health and sanitation programmes. (Practical
    experience of hygiene promotion is desirable but not essential).
  • Broad
    knowledge and understanding of the health and hygiene risks of
    those affected or at risk of contracting Cholera and urban communities and
    of appropriate ways of tackling them. Must be aware of and sensitive to
    the particular needs of women in this context.
  • Demonstrated
    ability to present concise reports, sometimes at short notice,
    reflecting the problems and possible solutions for particular situations.
  • High
    degree of flexibility and ease in working with local people have
    diplomacy, tact and administrative skills in order to work with people
    at managerial level, and occasionally government levels.
  • Good
    assessment, analytical and planning skills.
  • Excellent
    interpersonal and team skills and proven ability to be flexible in
    demanding situation.
  • Capacity
    and desire to pass skills and information, confident communicator
    and willingness to work in collaboration with others and respectful to the
    community.
  • Sympathy
    with the aims and objectives of Oxfam and commitment to humanitarian
    principles and action.
  • Reliable
    team member works systematically and with limited supervision.
