Refinery Holding Company (URHC)

Liability Company that was incorporated under the Companies Act (2012) as a
subsidiary of the Uganda National Oil Company (UNOC). The objective of the URHC
is to hold Government’s interest on behalf of UNOC in the oil refinery and
associated infrastructure. URHC, in partnership with an investor partner, will
design, develop, build, operate and maintain the Uganda Refinery Project to be
located in Kabaale, Hoima District.
Project Engineer (PE) will provide technical coordination to the Uganda
Refinery Project team for all project phases to ensure effective project
development and performance. The incumbent will participate in project
development activities such as design input, estimating, planning and
scheduling to ensure safe and quality projects, and execute the project’s scope
including scope development, safety, within the project budget/funding,
schedule, and in accordance with the project execution plan. The jobholder will
also ensure integration with all project team members throughout the project’s
lifecycle with emphasis on construction activities.
Responsibilities:
- Keeps project manager informed of emerging
risk issues (safety, cost, schedule, quality) and ensures all work is
performed in accordance with all Health, Safety & Environmental (HSE),
Process Safety Management (PSM) and other regulatory requirements. - Support the project manager to ensure that
the project is properly established and documented within a project
control plan. This activity includes the initial project cash flow and
work breakdown structure (WBS) structure; contracting strategy and
assisting the project scheduler with updates from engineering and
construction personnel. - Coordinates and ensures that all
engineered items required for the project are approved for procurement in
accordance with the project specification, schedule and milestones. - Assist the project manager with the
development of all project deliverables as outlined in the project
execution plan and coordinates as needed to ensure compliance with project
milestone dates, as well as gathering and coordinating information to
support estimating activities. - In charge of developing and/or maintaining
all project documentation; including all project meeting notes,
maintaining files of all actions, decisions, changes and communications
throughout the projects life cycle. - Coordinates the contracting strategy with
assistance from the project’s supply chain management representative; this
includes working with the field coordinator during field activities. - Supports the value improving practices
with the project team and captures ideas for review and development with
the project team; promotes continuous improvement throughout the project’s
life cycle including lessons learned.
Experience:
- The ideal candidate must hold an
undergraduate degree in Engineering, Applied Science or other relevant
degree with 5+ years’ work experience. - Masters degree in Chemical / Process
Engineering or Refinery Systems Engineering or Refinery Design and
Operation would be highly considered. - Specialized engineering knowledge, applied
to complex issues and problems. May provide guidance and mentorship to
junior engineers & technical staff. Viewed as site expert in an
engineering field or discipline. - At least five years’ experience in project
execution; experience in refinery/ petrochemical plants would be an
advantage. - Operations or maintenance experience in a
refinery or petrochemical environment would be an asset. - Knowledge and experience working with in
the petroleum midstream sector would be an advantage. - Computer literacy skills i.e. competency
with MS Office required. Knowledge of Microsoft Project or Primavera P6 / P7
is preferred. - A self-starter with strong technical,
interpersonal, communication and organizational skills.
