Section 42 of the Petroleum (Exploration, Development and Production) Act 2013
and incorporated under the Company’s Act 2012. It is a limited liability
company wholly owned by the Government of Uganda. The overall function of UNOC
is; “To handle the State’s Commercial interests in the Oil and Gas industry.”
Health Safety and Environment Manager will develop and implement Health Safety
and Environment activities for UNOC, in line with company objectives.
Responsibilities:
- The incumbent will coordinate QHSE
activities for the company - Take lead in the planning, coordinating
and implementing of effective HSE policies, guidelines and procedures to
ensure that the company’s objectives are met. - Offer technical support to Projects and
Operations teams in all aspects of safety, occupational health, safety and
environmental. - Ensure HSE compliance and perform regular
HSE audits in the areas of operation - Attend Joint Venture Partner planning and
client meetings as required on HSE related matters. - In charge of the development and
implementation of Company-wide HSE initiatives - Guide on the company of HSE regulatory
requirements and standards - Develop company’s QHSE Policy and
Operational Manual - Provide support in developing HSE project
specific plans that comply with Company policies and procedures - Ensure training, tool box meetings, and
drills are implemented as part of the company’s operational training and
HSE program, Conduct HSE trainings and orientation to all new employees. - The jobholder will investigate and
complete the process for close out of all Accident Investigation Reports
and prepare/submit lessons learned - Keenly track and provide regular HSE
performance reporting and manage Safety Statistic reporting for the
company. - Provide HSE aspects of Company Bid
Submissions as requested - Guide UNOC on regulatory requirements and
be a liaison with the Environment and safety regulatory bodies - Ensure all worksites are HSE compliant
with Company policies and safety standards. - Assist in the ad-hoc HSE tasks / projects
as required
Experience:
- The applicant should preferably hold a Master’s
degree in Environmental Science, Environment Engineering with specialization
in QHSE or any other relevant degree. - Possession of relevant certification in
health and safety will be an added advantage - At least eight years’ experience in Oil
& Gas industry - Knowledgeable in ISO 9001, ISO 14001 and
OSHA 18001 standards and HSE management systems is highly preferred.
