Job Summary: The Project
Officer will provide technical oversight for the planning, assessment and
design of projects, evaluations and reporting of World Vision Uganda West Nile
Region grants and projects
Key Duties and
Responsibilities:  
  • Oversee the process of identifying
    opportunities to solicit funding from Institutional Donors (such as UN
    agencies, USAID, DFID, ECHO, and EC), Multilaterals, Foundations, WVI
    Support Offices, including conducting regular and systematic donor mapping
    and proposal development;
  • Support QA Team to prepare for, analyze and
    share findings from rapid and ongoing assessments, baselines and
    evaluations;
  • As Grant Acquisition and Management (GAM)
    focal point for the West Nile Region, ensure quarterly regional reports
    are updated, GAM HUB meetings facilitated, participated in and outputs
    shared across the National Office;
  • Work in liaison with Operations, Quality
    Assurance, Finance and other support departments (HR and Supply Chain) as
    well as Support and Regional Offices to design project proposals
    (including logical frameworks, budgets, budget narratives, and monitoring
    and evaluation plans) that are in line with institutional and multilateral
    donors as well as WV Support Office requirements;
  • Ensure good Institutional Donor and World
    Vision Support Office relations through regular communication and
    providing support to West Nile Region (Operations and Finance) in meeting
    contractual obligations and reporting deadlines through establishment of a
    projects information management systems;
  • Prepare monthly, quarterly progress
    reports and annual program reports according to WV internal and external
    standards and requirements for WV Support Offices, the Regional Office,
    donors and partners;
  • Build and strengthen networks and
    partnerships through attending UN meetings, NGO coordination meetings, and
    other relevant engagement opportunities;
  • Mentor and build capacity of locally-based
    programme officers to improve the quality and timeliness of their work.
Qualifications, Skills and
Experience:
  • The ideal candidate for the World Vision Project
    Officer job opportunity must hold a Bachelor’s Degree in Political
    Sciences, Development, Anthropology or other related Social Sciences.
    Master’s degree in Development or diploma in NGO Management preferred;
  • At least three years’ experience working
    as Program Officer;
  • Highly analytical with demonstrated
    problem-solving skills;
  • In-depth knowledge of project/logframe
    design and proposal writing;
  • Demonstrable experience working with or
    submitting proposals to major donors, such as ECHO, USAID, WFP, UNICEF,
    DFATD IHA;
  • Broad knowledge and understanding of World
    Vision and SPHERE standards, and accountability mechanisms such as HAP,
    the Red Cross and NGO Code of Conduct;
  • Highly effective written and verbal
    communicator;
  • Good networking skills and ability to
    interpret and present information with influence and impact;
  • Demonstrated ability to work
    cross-culturally.
