Job Summary: The Project
Manager – Early Childhood Care and Development (ECCD) – Community Lead Action for
Children (CLAC) Project provides leadership in the management and overall
delivery of the ECCD CLAC Project leads the project team in planning,
implementation, partnership management and reporting of the project. The
incumbent is also  responsible for the
timely delivery of the project; and with highest technical quality according to
the objectives and approach in the project document and to the satisfaction of
project stakeholders.
  
Key Duties and
Responsibilities:  
  • In
    charge of the development of annual and quarterly implementation
    plans and budgets.
  • Leads
    and manages performance of Project Facilitator(s) and project staff
  • Oversees
    the technical design of project interventions and development of technical
    guidance and tools for field staff
  • Represents
    Plan International Uganda and the project externally with partners,
    government and other agencies at national level
  • Prepares
    and shares quality project reports as per donor requirements and the
    project monitoring & evaluation plan
  • Responsible
    for ensuring all project documentation is filed and organised for
    accountability purposes
  • Responsible
    for ensuring project learnings and achievements are documented and
    disseminated widely
  • The
    jobholder also manages and monitors partnerships with implementing organisations,
    including ensuring efficient utilisation and timely accountability of
    funds allocated to implementing partners
  • Manages
    project resources efficiently and effectively in accordance with Plan
    International Uganda policies and guidelines
  • Responsible
    for ensuring that the project is implemented in compliance with
    donor/grant requirements
  • Organises
    regular performance review meetings to assess progress but also to agree
    on and communicate any changes in strategy with the key project
    stakeholders
  • Tasked
    with ensuring adequate stakeholder consultation and participation
    at all stages of the project implementation
  • Organises
    training and coaching for project staff and partners on education
    governance
  • Responsible
    for ensuring Plan International’s Child Protection Policy and
    Guidelines are adhered to in project implementation

    high and consistent quality in delivery of the project
  • High
    performance of the project staff
  • Comprehensive
    and high quality documentation of the project
  • Strong
    partnerships established with project stakeholders
  • Quality
    absorption of the project budget in a timely manner
Qualifications, Skills and
Experience:
  • The ideal candidate for the Plan
    International Project Manager – Early Childhood Care and Development
    (ECCD) – Community Lead Action for Children (CLAC) career opportunity
    should hold a Bachelor’s degree
    and training /background in Social Sciences, Education, Early Childhood
    Care and Development or its equivalent,
  • Significant
    exposure and experience in working on issues of vulnerable
    children  is an advantage
  • A
    minimum of five years’ experience in managing projects with strong
    technical expertise in Education or early childhood care and development
    projects in Uganda
  • Knowledge
    of environment and current effective practice and policy on Early
    Childhood Care and Development
  • Demonstrable
    abilities in Plan International Uganda’s, budget and reporting
  • Willingness
    to undertake extensive travel throughout Uganda (50%)
  • Strong
    technical expertise in Early Childhood Care and Development
  • Excellent
    project management skills, including partnership management and team
    leadership
  • Skills
    in monitoring & evaluation of early childhood care and development
    programmes and children participation
  • Strong
    strategic and analytical thinking
  • Excellent
    interpersonal, communication skills, both in written English and in
    face-to-face presentations
  • Ability
    to work with people from diverse cultures, ability to lead and motivate
    people to work in teams
  • Computers
    skills in MS Office and Internet
